Information About Entrance Exams
Terms of Participation
To participate in the entrance exam,
- To meet the general conditions specified in Article 48 of the State Civil Servants Law No. 657,
- To be a graduate of faculties and higher schools providing at least four years of undergraduate education; in the field of engineering from electronics, electrical-electronics, electronics and communication, industrial, physics, mathematics, computer, telecommunications, and business engineering faculties or departments; in the field of social sciences from political sciences, economics and administrative sciences, economics, law, business, and communication faculties or departments, or from higher education institutions abroad whose equivalence to the aforementioned faculties and departments has been recognized by the Council of Higher Education,
- As of the first day of January of the year in which the entrance exam will be held, not to have completed the age of 35,
- As of the application deadline, to have obtained the base score determined from the score types specified in the application announcement according to the fields of study from the KPSS conducted for A Group positions whose validity period has not expired,
- If deemed necessary by the Institution, to possess YDS or another document whose equivalence in terms of language proficiency is accepted by the Presidency of the Measurement, Selection and Placement Center and which has international validity.
Entrance Exam Announcement
The conditions for participating in the entrance exam, the number, class, title, and degrees of the positions to be assigned, the fields of study and quotas, the determined KPSS score types and base scores, the number of candidates to be called based on score ranking, the first and last application dates for the exam, the application place, the documents required during application, the date, place, topics, and evaluation method of the exam, as well as other matters related to the exam, shall be announced by publishing a notice in the Official Gazette, on the Institution's website, and in at least one of the top five newspapers with the highest circulation published nationwide, at least fifteen days before the first application date.
Application to the Entrance Exam and Application Documents
Candidates wishing to participate in the entrance exam must submit;
- The application form and exam entry document to be obtained from the Institution or the Institution's website,
- Original or institution-approved copy of the higher education diploma or graduation certificate,
- T.C. identity number declaration,
- Three passport-sized photos (4.5x6 cm),
- Original or institution-approved copy of the KPSS result document,
- For those declaring YDS language score, the original or computer printout of the result document
their applications in person to the places specified in the announcement, or by mail or online if specified in the announcement. For applications made by mail or online, the required documents must reach the Institution by the end of business hours on the final application date at the latest; postal delays are not considered.
Candidates who graduated from educational institutions abroad must also attach the original or institution-approved copy of the document showing that their diploma equivalence has been accepted by the Council of Higher Education to their application documents.
Provided that the originals of the documents requested from candidates are presented, their photocopies will be certified during the application process.
Review of Applications
The submitted applications are examined by the Institution to determine whether the candidates meet the required conditions, and any objections regarding the applications are resolved.
The accuracy of the KPSS scores declared by the candidates whose applications are found suitable is verified from the ÖSYM website.
Call for the Entrance Exam
In the ranking conducted according to score types and fields of study, starting from the candidate with the highest KPSS score, the number of candidates specified in the announcement, not exceeding 20 times the number of expert assistant positions to be filled in the case of written and oral exams, and 4 times in the case of only oral exams, are entitled to participate in the entrance exam. Candidates who have the same score as the last-ranked candidates in terms of fields may also participate in the entrance exam.
The names, surnames, and KPSS scores of those entitled to participate in the entrance exam are announced at the Institution's service building and on its website. The photo-bearing exam entry document indicating identity information, exam date, and location is sent to the candidates' addresses via registered mail with return receipt at least fifteen days before the exam date. Candidates without an entry document will not be admitted to the exam.
Entrance Exam Committee
The works related to the conduct of entrance exams, the evaluation of exam results, and the examination and resolution of objections are carried out by the Entrance Exam Commission. The exam commission, to be determined by the Board, consists of seven members, one of whom is the chairperson. In the event that any principal members cannot participate in the exam commission for any reason, two alternate members are additionally designated to participate in the works in the order of determination. When deemed necessary, up to two members are selected from the academic staff of higher education institutions.
Written Exam
The written exam is conducted by the Institution. Support from persons or organizations specialized in the subject may be provided for the written exam. If deemed necessary, the written exam may also be conducted by other public institutions and organizations or universities.
The topics of the written exam are determined by taking into account the fields of study of the candidate assistant experts.
The written exam questions are prepared by the exam commission to cover the topics specified in the entrance exam announcement, signed by the members, and delivered to the exam commission president in a sealed envelope.
The written exam is conducted under the management and supervision of the exam commission. Special answer sheets that can cover the name area are used in the written exam.
Before the exam starts, in each exam room, a report is prepared regarding the verification of candidates' identities, the integrity, closure, and sealing of the question envelope, and the exam start time; the exam rules are explained, and the questions are distributed by opening the sealed question envelope in front of the candidates.
At the end of the exam, in each exam room, after covering the candidates' names, the collected question and answer sheets, undistributed question and answer sheets to candidates, and the prepared reports are placed in an envelope; after the envelope is closed and sealed, another report is prepared stating the time the exam ended, the number of candidates who participated, the number of question and answer sheets collected from candidates and undistributed question sheets, and the envelope is delivered to the exam commission president along with this report.
Reports prepared during the exam are signed by the room president and supervisors.
Those who cheat during the exam or assist in cheating are removed from the exam and a report is prepared regarding them.
The answer sheets for each candidate are evaluated by the exam commission out of 100 points to determine the written exam score. The name-written sections of the answer sheets are opened in the presence of the exam commission by the commission president, and the candidates' scores are recorded in the table listing their names. Candidates must obtain at least 70 points to be considered successful in the written exam.
The exam commission evaluates the answer sheets within at most thirty days following the exam date and delivers the exam results to the Department Presidency with a report.
Oral Exam
Among the candidates who participated in the written exam, candidates up to four times the number of vacant positions specified in the announcement are considered successful and qualify for the oral exam, based on the ranking by fields of study starting from the highest score. Candidates who have the same score as the last-ranked candidates in terms of fields are also accepted to the oral exam.
Those who qualify for the oral exam are announced at the Institution's service building and on its website; additionally, the oral exam entry document specifying the exam location, date, and time is sent to their addresses by registered mail with return receipt at least fifteen days before the exam date, inviting them to the oral exam.
The following documents are requested from those who qualify for the oral exam before the exam:
- The candidate's resume,
- From male candidates, a written declaration that they have no military service obligation,
- A written declaration that they have no criminal record,
- A written declaration that they have no condition that would prevent them from continuously performing their duties.
Candidates who do not submit the requested documents within the specified period lose their right to take the oral exam.
In the oral exam, candidates' knowledge related to the written exam topics and the Institution's field of activity, general culture level, reasoning, comprehension, expression and representation abilities, as well as the suitability of their behavior and reactions to becoming professional staff, are evaluated. The evaluation is conducted separately by the exam commission members out of 100 points. The arithmetic average of the assigned scores is taken to determine the oral exam score. Candidates who score 70 points or above in the oral exam are considered successful.
Entrance Exam Results
The examination commission determines the entrance exam scores of the candidates by calculating the arithmetic mean of their written and oral scores for those who have passed both the written and oral exams within three days following the oral exam, and ranks them according to their fields of study. The prepared list is recorded in minutes by the examination commission and submitted to the President. As many candidates as the number of vacant assistant expert positions specified in the announcement are deemed successful. If necessary, reserve candidates up to half the number of vacant positions per field of study are also determined.
The provisions of Article 14 also apply if the entrance exam is conducted only orally. In this case, the final success list is formed based on the oral exam results.
If the specified number of candidates in some fields of study fail to succeed as stated in the exam announcement, the Board is authorized to make changes to the quotas of the fields of study as needed.
Exam results are announced at the Institution's service building and on its website within five days following the end of the oral exam, notified to successful candidates by registered mail with return receipt, and the necessary documents for appointment are requested.
Important Points Regarding Exams
Among the candidates announced to be eligible to participate in the entrance exam, those who are later found not to meet the exam participation requirements will not be admitted to the exam. The exam results of those among them who have taken the exam will be considered invalid even if they succeed; their appointments will be canceled even if they have been made.
The exams of those who are found to have made false statements in the documents requested at any stage of the exam process will be considered invalid and they will not be appointed; their appointments will be canceled even if they have been made. They cannot claim any rights and a criminal complaint will be filed with the Office of the Chief Public Prosecutor against them.
