The Telecommunications Authority, established by Law No. 4502 dated 27.1.2000, which amends the Radio Law No. 2813 for the purpose of regulating and supervising the telecommunications sector through an independent administrative authority, has been subject to a new regulatory framework under the Electronic Communications Law No. 5809 dated 10.11.2008, and its name has been changed to the Information Technologies and Communications Authority. The Radio Law No. 2813 has been renamed as the Law on the Establishment of the Information Technologies and Communications Authority through a new regulation.

The Information Technologies and Communications Authority, which possesses public legal personality, administrative and financial autonomy, and a special budget to fulfill the duties assigned by laws and exercise its powers, consists of the Information Technologies and Communications Board and the Presidency organization. The Board President is the highest administrative officer of the Authority. The Authority's management and representation powers belong to the President. The President may delegate the representation authority in writing when necessary.

The Authority's service units consist of main service, advisory, and auxiliary service units organized as legal advisory services, department presidencies, and directorates, as well as provincial organization units organized as regional directorates.

The Information Technologies and Communications Board consists of a total of 7 members, including the President and the Second President.

Authority personnel are employed in a contractual status equivalent to cadre positions. Authority personnel are subject to Law No. 657, except for the provisions regarding wages, social rights, other financial rights, and those stipulated in Law No. 5809.

In cases where service requirements necessitate, regional directorates may be established nationwide, with the total number not exceeding ten. Currently, there are 7 regional directorates.

History

The Information and Communication Technologies Authority (BTK) is the institution that regulates and supervises the telecommunications sector in Turkey. It is Turkey's first sectoral regulatory authority.

With Law No. 4502 dated January 27, 2000, which amended the Radio Law No. 2813 dated April 5, 1983, the "Telecommunications Authority" was established. With Law No. 5809 dated November 10, 2008, the Electronic Communications Law, the name of the institution was changed to the Information and Communication Technologies Authority.
