Expert Assistance
Appointment to Expert Assistantship
Those who succeed in the entrance exam are appointed to informatics, technical, or administrative expert assistant positions based on their exam applications, provided that the archive research or security investigation and archive research is positive according to their field of interest. Before the appointment process, candidates are additionally required to submit 4 passport-sized photographs (4.5x6 cm).
Those who pass the entrance exam must apply to the Institution together with the above-mentioned documents within the specified period. Those who fail to apply without a valid excuse within the envisaged period, those who do not complete the required documents, or those whose circumstances preventing appointment are detected according to Article 16 of this Regulation, will not have their appointment procedures carried out.
Work Schedule of Expert Assistants
Expert assistants work in the units to which they are assigned together with the relevant experts and under their supervision. Experts are responsible for providing the necessary professional information to expert assistants, ensuring their adaptation to their duties, helping them acquire skills in the execution of tasks, assisting in the development of their written and oral expression abilities, and guiding them.
Work and Breeding Plan
For expert assistants, a work and training plan is prepared by the Directorate Presidency, incorporating the opinions of relevant unit managers, so that they acquire the knowledge, skills, and ethical values required for the expertise.
This plan, put into practice after approval by the President;
Aims to introduce Turkey’s administrative structure, the State personnel regime, the Institution’s organizational structure, duties and legislation, as well as its working order, and the regulation and electronic communications sector;
To provide the necessary knowledge and skills in correspondence, report writing, archiving, scientific work, research and examination techniques, and to improve the use of computers and other office equipment;
To gain experience and develop representational abilities through active participation in conferences, seminars and training programs, social, cultural and especially expertise-requiring activities related to the Institution’s field of work.
For these purposes, expert assistants are provided with training in needed subjects under specific programs and practical applications in units.
Candidacy Training
Expert assistants are primarily subjected to basic and preparatory training during this period within the framework of the program prepared in accordance with the General Regulation on the Training of Candidate Officials, published in the Official Gazette dated 27/6/1983 and numbered 18090, and the principles specified in this Regulation. Expert assistants who are successful in these trainings perform internships in the units to which they are assigned for periods deemed appropriate within the framework of the work and training plan. At the end of their internship activities, expert assistants prepare a report and submit it to the unit managers. In the report, they summarize their work in the unit and the legislation they have reviewed, and express their views and opinions.
Practical Training
Practical training aims to enable specialist assistants who have completed their candidacy trainings to learn the practice by undertaking tasks in the units' works and to enhance their professional knowledge and experience through participation in programs and events related to the Institution's field of activity.
Practical training activities are conducted under the supervision of specialist professional personnel. At the end of the practical training period, Evaluation Forms for specialist assistants are filled out by the unit managers and specialists with whom they work, and grades are given out of 100 points. These reports are delivered to the unit manager to whom they are affiliated for placement in the relevant person's file.
Duties and Powers of Expert Assistants
The duties and powers of expert assistants are as follows:
- To carry out the operations and transactions of the unit to which they are assigned.
- To collect the necessary information and documents for research, examination, and other studies to be conducted by experts, to make preliminary preparations, and, when necessary, to conduct research and examination studies independently.
- To follow publications determined by relevant unit managers as beneficial for the development of their professional knowledge, and, upon request, to submit to the manager a report containing summaries and critiques of these publications.
- To carry out inspection activities within the framework of the authority granted.
- To participate in internal and external meetings, as well as examination and research programs.
- To perform similar duties assigned by the relevant unit manager or experts.
