Duties of the Spectrum Management Directorate Presidency
- To establish, allocate, carry out international coordination and registration procedures for, and implement the National Frequency Plan.
- To determine the procedures and principles regarding spectrum planning, national and international frequency coordination, frequency allocation and registration, spectrum management, and the reclamation of allocated frequencies.
- Within the framework of the National Frequency Plan, to allocate frequency bands related to the duties of the Turkish Armed Forces and the Radio and Television Supreme Council and to ensure coordination with these institutions.
- To determine the procedures and principles for issuing radio installation and operation permits and radio licenses, their duration, renewal, modification, and cancellation; and within this framework, to determine the matters to which users shall be subject in the installation, use, transfer, change of operating type, transfer, and decommissioning of the radio devices or systems envisaged, and to carry out the necessary operations and procedures in this regard.
- To monitor subscriber notifications that form the basis for radio license and usage fees and to determine all procedures and principles regarding radio fees, and to perform accrual operations within the scope of the unit's duties and activities.
- To issue conformity certificates for radio devices and systems with frequency and usage restrictions.
- When necessary, to reduce each fee item specified in the radio fee tariff by up to fifty percent or to increase it without exceeding the revaluation rate to be determined by the Ministry of Finance for the previous year each year, and to propose the planned service items and their fees to be added to or removed from the radio fee tariff in order to serve as the basis for the Council of Ministers' decision.
- To determine the frequencies to be used in radio devices and systems that can be used without any radio installation and operation permit or radio license, and the procedures and principles related thereto.
- In line with technological developments and decisions of international organizations to which our country is a party, to ensure the necessary coordination with the Ministry and relevant institutions for allocated frequencies and bands within the framework of new plannings that can be made; to make all kinds of changes, including cancellation, in a manner that does not create vulnerabilities in national security.
- To determine the procedures and principles for public institutions and organizations other than those legally authorized to conduct encrypted communications over radio communication systems, as well as real and legal persons, to perform coded or encrypted communications within electronic communication services.
- To perform frequency planning, allocation, and registration for all kinds of sea and air band radio communication and navigation safety devices and systems for which the General Directorate of Coastal Safety has granted system installation and operation permits.
- To carry out the procedures related to radio device or system installation and operation permits for diplomatic representations of foreign states in our country, based on reciprocity and with the approval of the Ministry of Foreign Affairs.
- In coordination with the General Staff, to carry out the procedures related to radio installation and operation permits for receiver radio devices other than transmitters, transceivers, and devices used for receiving radio and television broadcasts, for foreign nationals permitted to be in prohibited areas declared by the General Staff.
- Excluding test permits granted under Article 10 of Law No. 5809, to issue temporary usage permits to users of radio devices and systems to be used in temporarily organized fairs, exhibitions, conferences, concerts, sports, research and development, testing, and similar activities.
- To perform other duties assigned by the President.
