Duties of the Sectoral Audit Directorate Presidency
- To examine and audit or ensure the auditing of all activities of operators operating in the sector, real and legal persons, and those granted trial permits, including their transactions and accounts, for compliance with legislation, and to carry out the procedures stipulated by the legislation and execute the sanctions in case of non-compliance.
- To determine the procedures and principles regarding independent audit activities in the sector, the establishment conditions, working principles, and qualifications of the personnel to be employed by organizations conducting independent audit activities, and to identify the organizations that will perform independent audits on behalf of the institution and ensure their certification.
- To cooperate with relevant public institutions and organizations when necessary regarding inspections and audits.
- To provide solution recommendations for addressing deficiencies identified as a result of audit activities.
- To determine the procedures and principles for auditing or having audited the compliance with legislation of the activities of operators operating in the sector and real and legal persons, including the examination and auditing of the financial statements, legal books, and records of operators authorized by the institution, and having them audited by those granted audit authority or independent audit firms.
- To prepare the institution's audit plans, prepare the annual audit results report, conduct classification operations related to audits, keep records, perform modeling studies, develop electronic monitoring and statistical analysis techniques to ensure the effective execution of audits.
- Upon the termination of their duties, to issue a document certifying that personnel assigned to the institution's audit activities and officials managing and coordinating these activities can perform independent auditing in the sector.
- To implement and enforce the recommendations and sanctions determined in audit reports, and to carry out procedures related to the imposition of administrative monetary fines.
- To coordinate and conduct trainings for the institution's audit activities and personnel to be assigned to audits with relevant units.
- To perform other duties assigned by the President.
