Duties of the Sectoral Research and Strategy Development Directorate Presidency

• Support the creation of policies and strategies related to the sector and provide recommendations.
  
• Conduct studies for determining the institution's strategy, policies, objectives, and targets; prepare its strategic plan; monitor implementation; evaluate it; make improvement suggestions; prepare the institution's business plan and activity report; ensure alignment between the strategic plan and these documents; in coordination with relevant units within the scope of the institution's strategic plan, create, develop, implement performance criteria; and make suggestions for improving performance.
  
• Within the framework of matters foreseen in the business plan, determined by the Board, or requested by units, conduct research and analyses on technical, economic, legal, and technological developments and regulations in the electronic communications field; publish them; monitor international developments in the sector; inform the sector on these matters; and work in cooperation with relevant institutions and organizations.
• Determine the scope of operators' trade secrets and information that can be disclosed to the public.
• Develop methods for collecting sector-related data; improve data quality; collect and store data; develop methods to enable sharing with the institution's relevant units; analyze and report data; and publish necessary data and reports.
• Conduct regulatory impact analyses on matters foreseen in the business plan or determined by Board decision for the purpose of evaluating the potential effects of regulations made or to be made and making forward-looking suggestions.
• Develop suggestions to encourage the implementation of technological innovations and research-development activities and investments.
• Ensure coordination with the Ministry on the domestic design and production of electronic communications software and hardware, as well as supporting research-development and training activities related to the sector for this purpose.
• Develop project suggestions, including public-private sector cooperation when necessary, for the development of electronic communications infrastructure and services; ensure coordination on the institution's side for projects conducted on the subject; and form opinions for the institution's regulatory studies that consider this objective.
• Perform other duties assigned by the President.
