Employment
The sole method for employing new personnel in our institution is through the recruitment of professional staff via the hiring of Assistant Experts (Information Technology, Administrative, Technical). Assistant experts to be employed in our institution are recruited through Entrance Examinations conducted in two stages—written and oral—or solely oral, on dates deemed appropriate by the Institution based on cadre and needs.
With Prime Ministry Circular No. 2006/9 dated March 10, 2006, and numbered 26104, published in the Official Gazette on the subject of Personnel Assignment Procedures;
Permission must be obtained from the State Personnel Presidency and the Prime Ministry for open assignments to be made by all public institutions and organizations in accordance with Article 59 of State Civil Servants Law No. 657;
In Regulatory and Supervisory Institutions, the ratio of personnel other than senior executives, advisors, experts, assistant experts, sworn bank auditors, assistant sworn bank auditors, and similar professional staff shall not exceed 30% of the total cadre number specified in the schedule attached to the establishment law, and in institutions where this ratio exceeds as of the publication date of the Circular, no recruitment of personnel in this status shall be made by transfer or openly until the ratio of personnel to the total cadre number falls below 30%. The State Personnel Presidency and the Ministry of Finance shall meticulously monitor the above-mentioned matters regarding the personnel transactions of Regulatory and Supervisory Institutions, and the necessary attention and sensitivity shall be shown to ensure the specified ratios are not exceeded. In this framework, no recruitment of personnel in the “Other Personnel” category can be made to our Institution by transfer or openly.
