Information and communication technologies have developed at a dizzying speed over the last decade and have spread worldwide. This situation, on one hand, enables the development of new services and applications that make life extremely easy, and on the other hand, creates risks and threats to freedoms such as the protection of communication and privacy guaranteed by international agreements. In order to ensure that everyone benefits from the advantages provided by new technologies, services, and applications and to protect against the emerging risks and threats, studies need to be conducted at international, regional, and national levels. In this context, the Information Technologies and Communication Authority, taking into account the works carried out within the International Telecommunication Union where it represents our country and the European Union where our country is conducting full membership negotiations, conducts studies to fully and accurately perform the duties assigned to it in the field of Information Technologies within the framework of relevant legislation, primarily the Electronic Communications Law No. 5809 and the Electronic Signature Law No. 5070.
