Duties of the Authorization Directorate
- To make regulations regarding authorizations related to electronic communications services, networks, and infrastructures.
- To carry out the processes of notification and granting usage rights within the framework of relevant legislation.
- To conduct studies on the determination of administrative fees and usage right fees.
- To examine whether the contribution shares to the Institution's expenses, administrative fees, and usage right fees are calculated in accordance with the procedures and principles specified in the relevant legislation and authorizations. d) To publish an up-to-date list of operators on the Institution's website. e) To determine the scope of electronic communications services, networks, and infrastructures to be operated without authorization, evaluate requests, and perform necessary procedures.
- To make regulations regarding trial permits, to grant trial permits for electronic communications infrastructures and services desired to be established and used temporarily for testing and/or trial and/or demonstration and/or research and development purposes, and to carry out the necessary processes in this regard.
- To prepare the national numbering plan, to make necessary planning to ensure sufficient numbering resources for electronic communications services and/or networks or infrastructures, to make and implement regulations regarding number allocation, ensuring the efficient and effective use of numbers, reclamation of allocated numbers, and similar matters.
- To make regulations regarding number portability.
- To make regulations regarding right of way.
- To monitor operators' compliance with relevant legislation and authorization conditions, in case of non-compliance, to take the procedures envisaged by the legislation or to notify the competent authorities and courts to take them, and to ensure the implementation of sanctions including administrative fines. i) To notify the relevant local authorities to terminate the operations of facilities established, operated, and/or providing electronic communications services in contravention of relevant legislation and authorization conditions.
- For the purposes of national security, public order, or the proper execution of public service and the implementation of provisions in laws, to conduct studies on taking necessary measures, including the temporary suspension of operator activities or imposing an obligation on the operator to implement concrete measures to prevent violations, and if necessary, the takeover of facilities against compensation; in cases where cancellation of authorization is required under the Law, to take necessary procedures and measures by also obtaining the Ministry's opinion.
- In the event of detecting reasons arising from public interest requirements, to evaluate companies' entry into activities in the electronic communications field or provision of electronic communications, by obtaining the Ministry's opinion if necessary, and to ensure prevention if required.
- To determine the procedures and principles for monitoring, examining, and supervising the research and development conditions in the Institution's regulations.
- To examine the demand forecasts, investment plans, and realization rates of operators operating in the sector and authorized by the Institution, and to conduct or ensure the supervision of operators' research and development activities in accordance with the provisions of relevant legislation.
- To perform other duties assigned by the President.
