Duties of the Internet Directorate
- To perform access blocking and content removal operations,
- To fulfill the duties assigned by law regarding violations of privacy of private life on the internet,
- To carry out operations related to Content, Location, Access providers and other Internet actors,
- To monitor the legal obligations of Internet actors and ensure the implementation of penal sanctions,
- To perform and ensure the execution of tasks related to the Internet Information and Notification Center (receiving individual and institutional notifications, evaluating and concluding them from legal and technical perspectives, conducting cooperation with International Information Notification Centers (INHOPE)),
- To evaluate requests from various authorities and citizens,
- To conduct studies to ensure cooperation and coordination with national and international Internet actors, institutions, and organizations in the fight against illegal content,
- To manage relations with the Access Providers Union (ESB) within the scope of access blocking and content removal operations,
- To conduct legislative studies related to Internet Content regulations,
- To perform the necessary legal processes regarding the implementation of measures deemed necessary by the Presidency as foreseen in Article 60 of Law No. 5809 on Electronic Communications,
- Within the scope of the duties of the Institution under Law No. 5651, to obtain and evaluate information, documents, data, and records from relevant places,
- To conduct necessary studies to monitor the content of publications made on the internet for the purpose of detecting crimes falling within the scope of Law No. 5651 and ensuring that necessary measures are taken,
- To conduct studies aimed at determining the level, timing, and manner in which the content of publications made on the internet will be monitored,
- To conduct or commission research and analyses on the social, cultural, psychological, legal, economic, managerial, etc., dimensions and actors of the internet,
- To conduct studies to evaluate statistical materials such as user trends related to the internet, notification data, etc., to follow documents such as research, examination, scientific publications, theses, articles, reports, periodicals, etc., and to ensure they are made evaluable,
- To follow developments in internet technologies, to conduct or commission studies for the development of necessary software, hardware, and systems,
- To conduct, commission, or encourage education programs, workshops, meetings, conferences, seminars, scientific studies, field research, projects related to the conscious, safe, and effective use of the internet,
- To conduct, commission, or encourage studies on the preparation and distribution of printed (books, reports, brochures, magazines, etc.), audio, and visual materials related to the conscious, safe, and effective use of the internet, and the development and operation of web portals,
- To coordinate awareness-raising activities to increase awareness of the conscious, safe, and effective use of the internet, and to establish and operate the Safe Internet Center for the establishment of Help Lines,
- To conduct, commission, or encourage studies on the development of internet ethics and internet literacy,
- To encourage the creation of positive domestic content,
- To manage relations with the Internet Development Board,
- Within the scope of Safe Internet Service (SIS); to determine SIS profiles, create and update profile lists, and evaluate notifications and objections from SIS users,
- To manage relations with ISPs within the scope of SIS (list transfer, testing, auditing, reporting),
- To organize SIS Criteria Board Meetings,
- To conduct studies for the development and dissemination of SIS,
- To perform other tasks assigned by the President.
