As is known, the tender for Authorization on International Mobile Telecommunication (IMT) Services and Infrastructures was carried out on 26 August 2015 at the Central Office of the Information Technologies and Communications Authority (BTK), while the awarded Companies have been authorized to furnish IMT services until 30/04/2029 after they meet the obligations stipulated in Tender Specifications.

Within scope of the IMT authorization, certain obligations have been introduced for operators with regard to R&D and utilization of products with domestic goods certifications. Accordingly, and with the exception of real estate rentals and investments made to towers, piles, pipes, containers, channels, power transmission lines, and other infrastructure plants of similar nature, operators are now required to procure a certain portion of their IMT network and communication service investments (such as hardware, software, etc.) from suppliers who have a R&D center established in our country and where a minimum number of Turkish engineers and research personnel are employed, and likewise to procure a certain portion of such investments from products which are certified as domestic good.

Furthermore, operators are now obliged to meet a certain portion of their network and communication system investments from products manufactured in our country by companies which are established as SME to develop products and systems in our country.

In this scope, with the aim to raise awareness among the manufacturing companies with regard to obtaining domestic goods certification, review the assessment criteria applicable to the domestic goods certification of hardware and software products intended for use in the electronic communications sector, make necessary arrangements in relevant legislation, exchange opinions about what can be done to improve domestic production with a special focus on R&D activities carried out by supplier companies in line with the targets of our country, and notably address the issues of efficient and effective fulfillment, inspection, and tracking of R&D and domestic product utilization obligations, several meetings were held on 02/02/2016 at the Authority’s Central Office in Ankara under the presidency of Board Chairman Dr. Ömer Fatih SAYAN with the participation of representatives of the Ministry of Science, Industry and Technology, Undersecretariat for Defense Industries, Turkish Union of Chambers and Commodity Exchanges, Avea İletişim Hizmetleri AŞ, Turkcell İletişim Hizmetleri AŞ, Vodafone Telekomünikasyon AŞ, Aselsan AŞ, Netaş Telekomünikasyon AŞ, Argela Yazılım and Bilişim AŞ, Ericsson Telekomünikasyon AŞ, Huawei Telekomünikasyon Dış Tic. Ltd. Şti., Alcatel Lucent Teletaş AŞ, NSN İletişim AŞ, ZTE Telekomünikasyon San. Tic. Ltd. Şti, Karel Elektronik, Adam Elektronik Ltd. Şti., Anketek Elektronik Teknoloji Ltd. Şti., Bilgi Sistemleri Ltd. Şti., C2 Tech Bilişim Teknolojileri AŞ, Hızal Elektroerozyon Ltd. Şti., and Engintek Ltd. Şti.

In his statement made at the end of these meetings, BTK Chairman Dr. Ömer Fatih SAYAN expressed that the R&D and domestic product obligations introduced with the IMT authorization were of utmost importance for achieving the targets of our country, that all stakeholders should do their best with self-devotion in order to develop products eligible for domestic goods certification and ensure their use in the sector, that the Authority has always been and will always be a strict follower of this issue, that supplier companies should do their best to engage in successful R&D projects with the ultimate aim to develop products the intellectual property rights of which will be held by our country for the most part, that R&D projects will be followed by the Authority more closely within scope of the obligations imposed on operators, and that the secondary legislative arrangement efforts by the Authority relevant for R&D and domestic product obligations will reach completion very soon.
