DR. SAYAN ELECTED AS VICE-CHAIR OF IRG
While Turkey’s efficiency in the international organizations increases, Dr. Ömer Fatih Sayan, Chairman of the Board and President of the Information and Communication Technologies Authority (BTK) has been elected as the Vice President of Independent Regulators Group (IRG) at the Group’s General Assembly in London on 10-11 December 2015. Dr. Sayan, being the first official elected to this position from Turkey will perform his new post in 2016.
An important step for the EU process
Dr. Sayan’s election to this post, which is the highest possible position for the non-EU Members within IRG/BEREC, the most important platform for regulators of the European electronic communications sector, represents great importance for Turkey.
Dr. Sayan will also serve in the Board of Regulators (BoR) of Body of European Regulators for Electronic Communications (BEREC) which means that he will directly engage in the European policy decision making process in the field of electronic communications.
IRG was established in 1997 as a group of European National Telecommunications Regulatory Authorities (NRAs) to share experiences and points of views among its members on important issues relating to the regulation and development of the European telecommunications market. With a Decision of the European Commission in 2002, the European Regulators Group (ERG) was set up as an advisory group to the Commission. As a successor to ERG, BEREC was established in 2009 with an enhanced role in the new regulatory framework.
Turkey, as a candidate country to the EU, has been an observer in BEREC since 2005 and a member in IRG since 2007. BEREC, who has the capacity of advising to the European Commission on regulatory issues, brings together the Member Countries, the Commission, EFTA countries and the candidate countries.
According to the IRG/BEREC rules, BEREC Chairs are elected only among the EU Members and they also perform as the IRG Chair. A non-EU Member can be elected as IRG Vice Chair upon the proposal of IRG/BEREC Chair.
