YOU HAVE TO BE INNOVATING AND PRODUCING TECHNOLOGY

Sayan speaking at The International Conference on Engineering and Technology said, “In today’s world, if you would like to have a say in the world, you have to be innovating and producing technology.” 

 

The International Conference on Engineering and Technology ICET'17, focusing on theoretical and applied engineering and technology issues, was held in Antalya by Akdeniz University. The conference, which aims to meet the engineering and technology community with each other and exchange ideas, hosted the participants all over the world.

  

Sayan started his speech by saying that “being aware of the facts summarized above, we are closely following the technical progress in the electronic communications technologies in regulatory framework to maximize the benefits of ICT in Turkey by encouraging rapid diffusion of electronic communication services as well as new technologies.”

Referring to the numerical data of Turkey regarding electronic communication, Sayan stressed that only countries could be strengthened by design, R & D studies and production:” In today’s world, if you would like to have a say in the world, you have to be innovating and producing technology. Our organization and our country attach great importance to domestic and national production especially in the field of communication, which requires the highest level of technology. We put an obligation into the tender of 4.5G services, which requires the operators to use significant amount of local and national products in their investments. With this tender, operators are also obliged to use equipment in their infrastructures that are labeled as domestic good in increasing rates. Thirty (30) percent of operators 4.5G infrastructure investments should consist of domestic products for the first year. This ratio increases to forty (40) percent in the second year and to forty-five (45) percent in the third year. Using domestic products in all ICT services is a vital issue for us, as the ICT regulatory authority, and for all other government authorities as well.”

 

OUR VISION IS BEING ONE OF THE FIRST COUNTRIES TO ENJOY 5G AND BEYOND TECHNOLOGIES

 

Stating that public authorities have a commitment to be at the forefront of the change Sayan determined, “We have set a vision of being one of the first countries to enjoy 5G and beyond technologies. In addition, we aim to build Turkey’s 5G and beyond technologies with domestic and national designs and products to the greatest extent possible. 5G and beyond technologies are vital for not only electronic communications sector but for the whole economy. With current technological infrastructure, it is impossible to meet certain demands of vertical sectors. For example, if we want to realize remote surgeries in the health sector, we must reach low latency communications. If we would like to enjoy autonomous vehicles in the transportation sector, we must reach very fast data speeds. If we would like to benefit from industry 4.0, we must guarantee simultaneous processing of huge amounts of data. Evidently, quality of service will be a prominent issue in this sense. Therefore, as the regulatory authority, we are also working on these issues.”

 

WE ESTABLISHED “NEXT GENERATION MOBILE COMMUNICATION TECHNOLOGIES TURKEY FORUM” FOR 5G AND BEYOND EFFORTS

 

Continuing his speech, ICTA President Sayan, who stated that they want to make 5G and beyond technologies more accessible in Turkey and that, they are working for it, continued as follows: “last year we have established “Next Generation Mobile Communication Technologies Turkey Forum” also known as 5GTR Forum. 5GTR Forum brings together Turkey’s prominent academics, R&D firms, vendors and operators. Taking this opportunity, I would like to thank all organizations that take part in 5GTR Forum.”

 

5G VALLEY - OPEN TEST BED FOR 5G R&D

 

President Sayan stated that they are working on 5G Valley Open Test Bed, which will be open to all developers to offer anyone the possibility of research and development. Pointing out that ICTA Headquarters is just located at the intersection of three leading universities in Ankara, which are Middle East Technical University, Bilkent University, and Hacettepe University Sayan noticed, “The area between these three universities and BTK headquarters is a developing region with a dynamic population and various vertical sector components such as hospitals and shopping malls. An open test-bed located in these university campuses and around developing commercial investments will be an important boost for 5G research. This open test-bed will provide all interested parties in this ecosystem such as researchers, start-ups with an enabling environment in that sense. We think that 5G Valley Open Test Bed would be a good example of university-sector cooperation. Engineering could design wonderful new products that we cannot imagine now. However, there is one condition for that. Engineering must work with the industry. ICTs change our lives; change how we communicate and how we conduct business. It is our responsibility to make good use of it. It is the responsibility of scientists to adapt it to their field. If you are not aware of what the industry needs, engineering cannot provide the right technology. In this sense, I encourage all academicians to work with relevant industries. Of course, this would not be enough. I also encourage industries to come, support and work with academicians.”

 

WE MUST COMPLETE OUR WORK WITH OUR ROOTS

 

Sayan went on to say: “By the way, there is something I want to state that if we, engineers, are far away from the philosophical approach of our ancestor on inventions related with field of engineering; it must be noted as a huge essential con of us. We are children of society who learned IoT eight hundred years ago from Islamic Philosopher Ibn Arabi’s The Language of Things writing, cyber world from Geylani’s ‘Different Universes’ ideas, smart cities from Farabi’s ‘Virtuous Cities’, Ancient Greek which create the basis of Rome from Gazali, the culture of living altogether without any discrimination from Hacı Bektaş-ı Veli, having the affection can love anyone in the hearts from Mevlana the Rumi and after knowing all these, with the all humbleness we have learned how to be shaped into flesh and bones from dervish Yunus. These are the seeds our belief sprout and our hopes come into existence from the earth those seeds planted. Virtual world must be relied on a law. We must the understanding appears in our roots state at first and carry it to the point of adjudicator or else the catastrophy will be coming.”

 

Sayan, who thanked the Akdeniz University for hosting this program in this beautiful city, ended his speech by wishing participants to work efficiently.
