Access and Interconnection Regulations
The access, which refers to the provision at the wholesale level of the electronic communications network, its infrastructure and/or services between operators, derives its fundamental basis from Law No. 5809 on Electronic Communications (EHK). Our Institution may impose on the relevant operator the obligation to accept access requests from other operators if it decides that an operator's refusal to grant access to another operator in the matters specified in Article 15 of the aforementioned Law, or imposing unreasonable time and conditions for access that would lead to the same result, would prevent the formation of a competitive environment or that the resulting situation would be detrimental to end-users. The most basic access applications can be listed as interconnection, access to the local network, data conveyance access, co-location, and facility sharing.
