Security Certificate and Limit Values
Pursuant to Law No. 5809 on Electronic Communications, our Institution has the authority to regulate the criteria to be complied with in the establishment of base stations. Base stations are established and operated in accordance with the provisions of the "Electronic Communications Devices Security Certificate Regulation" (Regulation). The Security Certificate is a document certifying that a base station is established, operated, and functioning in accordance with the Regulation provisions issued by our Institution in the area where it operates.
Base stations consist of systems comprising cabinets containing receiver, transmitter, and power units, as well as antenna units installed on towers, poles, roofs, buildings, etc., to broadcast signals.
Base stations are established to provide communication with mobile phones, and mobile communication is not possible in areas not covered by base stations.
The studies of the World Health Organization (WHO), particularly, and the International Commission on Non-Ionizing Radiation Protection (ICNIRP) regarding the effects of base stations on human and environmental health are closely followed by our Institution.
Taking into account the studies of these organizations and the best practices worldwide, the upper limit of Electromagnetic Field Strength values for base stations established in our country is determined by our Institution; and the inspection of whether base stations are established in compliance with the limit values is also conducted by our Institution.
In our country, it corresponds to 70% of the limit values determined by ICNIRP for the environment and 20% per device.

The electromagnetic field strength values of all electronic communication devices falling within the scope of the Regulation are measured and inspected by our Institution. In addition, these measurements are also carried out by institutions/organizations authorized by our Institution with measurement authority certificates, objectively transferred instantly to our Institution's database on-site via the Measurement Tracking System (ÖTS).
