Mobile Communication Service Quality
The obligations regarding service quality in GSM and 3G mobile communication services provided in our country, as well as the penalties to be applied in the event of non-fulfillment of these obligations, are regulated by the Regulation on Service Quality in the Electronic Communications Sector (Service Quality Regulation), the Administrative Sanctions Regulation of the Information Technologies and Communication Authority (Administrative Sanction Regulation), the Communiqué on the Determination of Service Quality Criteria in GSM Mobile Telephone Services (2G Communiqué), and the Communiqué on the Determination of Service Quality Criteria in 3G Mobile Communication Services (3G Communiqué).
Under this legislation, by mobile network operators;
- For the purpose of verifying that the target values in service quality obligations related to network data are met, the measurement results obtained from their own networks by the operators are classified monthly and submitted to us every three months.
- For the purpose of verifying that the target values related to field tests (drive-test) are met, in settlement areas with coverage obligations under the Privilege Contracts, for each technology, for four quarterly periods on an annual basis, field tests are conducted for 80 settlement areas determined, route-drawn (An example route drawn for Ankara is provided below) and notified by our Authority, and submitted to our Authority.

In our country, for the purpose of providing GSM and 3G service quality in the best possible way, in addition to the controls mentioned above, our Institution also conducts inspections regarding the target values of network and field tests for GSM and 3G service quality that Operators are obliged to provide (Below is our field test vehicle and an image of a measurement result).

Within the scope of the regulations and communiqués, if our Institution detects that the relevant obligations that mobile communication operators are required to comply with have been violated, the necessary administrative sanctions may be imposed.
