Mobile Communication Coverage Criteria

GSM (2G), IMT-2000/UMTS (3G), and Limited Number Usage Right Authorization Document (4.5G) services in our country are provided by the operators within the scope of the Concession Agreements and Usage Right Authorization Document signed between our Institution and GSM/3G/4.5G operators. Accordingly, the operators have the following coverage obligations: for GSM, in settlements with a population of 10,000 and above, at least 90% of Turkey's population with a signal level of -104 dBm and above; for 3G, in all settlement areas with a population exceeding 1,000, with a signal level of -110 dBm and above; for 4.5G, as of April 1, 2016, within 8 years, coverage in 95% of the entire Turkish population and at least 90% of all provinces and districts.

Our Institution additionally monitors the operators' coverage obligations through field tests we conduct. In this scope, “Benchmark” test equipment used worldwide is utilized.

Requests and complaints directed to our Institution regarding mobile communication coverage issues are first examined based on notifications made to our Institution by the operators. If necessary, the relevant operators are ensured to conduct tests and analyses in the settlement areas subject to the complaint/request, and as a result of these studies, operators are informed regarding the resolution of any identified issues.
