Market Surveillance Laboratory (Electronic Communications)
Market surveillance and inspection generally rely on the principle that produced devices can be placed on the market with a declaration that they are manufactured in accordance with the requirements of the Union's common technical legislation, within the framework of the European Union's approach based on the free movement of goods, and are inspected after being placed on the market. Within the scope of harmonization efforts with the European Union, the duty of conducting market surveillance and inspection in our country's telecommunications sector has been assigned to our Institution by Law No. 4703 on the Preparation and Implementation of Technical Legislation Related to Products (Framework Law), and the legislative harmonization in this area has been largely completed by our Institution. The Technical Regulations Department Presidency of our Institution determines the procedures and principles regarding the market surveillance and inspection of devices and systems used in the sector and carries out their supervision and inspection to ensure they are produced and offered for service in accordance with the relevant regulations at the stages of being placed on the market or while on the market.
In this context, in order to establish the market surveillance laboratory infrastructure, which is envisaged as one of the fundamental conditions for the healthy implementation of legal regulations regarding market surveillance and inspection, our Institution has established the “Market Surveillance Laboratory” in the Hacettepe University Technopark Area within the scope of the European Union Financial Cooperation Project, with 75% of the budget covered by the EU.
Our Laboratory, which had its official opening ceremony in April 2007, completed the accreditation preparation process within two years and was accredited by TÜRKAK in April 2009. Initially, only testing activities within the scope of telecommunications sector market surveillance and inspection were conducted in our Laboratory; upon the entry into force of the relevant procedures and principles, responses have begun to be provided to the needs of organizations from the sector and outside the sector requesting testing and infrastructure use, within the available infrastructure capabilities.
Our Laboratory was transformed into the Market Surveillance Laboratory Directorate (PGM) with the “Information Technologies and Communication Authority Organization Regulation” published on 08.06.2011 and continues its activities within this scope.
