Spectrum Engineering and Analysis System (SMAS)

To ensure the effective and efficient use of the frequency spectrum, the Spectrum Engineering and Analysis System (SMAS) has been put into operation, which dynamically structures the processes and procedures related to frequency allocation. From now on, applications will be made through the external user interface of the SMAS system, the CEVHER system (Cevher SMAS Application User Guide), followed by a written application to our Institution for the relevant request.

Operators and other frequency users will be able to view frequency allocation and system installation notification applications through the CEVHER system, calculated usage right fees or radio license and usage fees for frequency allocation processes, manage payment-related information, check the status of their applications, view and query their existing allocations, etc.

Application forms have also been updated within this scope to increase accuracy in frequency allocation processes; ensuring the maximum accuracy of information is important both for the system where the application is made and for the healthy operation of existing systems.

General Matters Regarding Applications

Public institutions and organizations specified in Article 2 of Law No. 5809 on Electronic Communications may continue to make only physical applications if they request. For all others (operators, other frequency user individuals and legal entities, etc.), applications must be made through the CEVHER system, followed by an official letter application to our Institution.

The types of frequency allocation applications that can be made to our Institution through the system are as follows:

  • New application: Frequency allocation application for a new system outside existing systems, for example, a new R/L frequency allocation application, OKTH frequency allocation, etc.
  • Update application: Applications for adding/removing devices, adding/removing frequencies, changing transmitter and antenna characteristics, etc., to existing radio systems. By our Institution; not every change to existing systems is evaluated as an update application, and in some cases, the existing system must be canceled and a new application made for these changes. Following the application, the evaluation on this matter will be notified to the applicant.
  • Cancellation application: Application type for the complete cancellation of the existing usage right or license.

Those not exempt from radio license and usage fees under Law No. 5809 on EHC, as well as operators subject to usage right fees, will additionally be able to view fees and manage payments through the CEVHER system in cases of new applications, updates, and renewals.

Frequency allocations made by the Institution are notified to the requesting party through Allocation Tables, and access to this information is also provided through the CEVHER system.


SMAS Application Forms

Application forms have been created based on radio service and the area where the system can be deployed; you can access which radio service is done through which form from the guide and the table below. Application forms created based on radio service can be used for new applications and update applications; BTK 9-Z form is used for cancellation of a license or usage right.

SMAS Antenna Library

Antenna-related information is important for ensuring the accuracy of frequency allocations and thus the healthy operation of systems. In this scope, antenna libraries to be used in SMAS applications have been created for antenna data to be obtained completely and used in calculations. Thus, the user will ensure that the antenna information is transferred to the SMAS system completely by filling only the Antenna ID (ANT_IDENT) field.

Since the antenna libraries are live, new additions can be made. For antennas not in the libraries to be added to these libraries and thus introduced to the system with an ID number, you can contact smasdestek@btk.gov.tr to add antenna files in NSMA and MSI format.


Area Allocations

1- Area allocations made by the Institution are notified to the requesting operator or other frequency user with BTK-1D or BTK-2D Allocation Table.

2- Area allocations are defined with geographic areas specified in the allocation such as province, region or country borders. Provided that they do not exceed the transmit and receive frequencies and bandwidth specified in the Allocation Table, the user can install devices and systems in the specified geographic area. Following the said allocation, system notification must be made to the Institution in accordance with the Regulation on Procedures and Principles Regarding Radio Operations and the Spectrum Management Regulation.



System Notifications (Device Registrations)

1- Operators and other frequency users are obliged to notify the Institution of the devices and systems they have installed within the scope of area allocation or changes they have made to the devices and systems installed within the restrictions of the allocation using the BTK-1B or BTK-2B Application Form. If the area-based allocation is only for mobile devices, no system notification is required.

2- The suitability of System Notifications made to the Institution is notified to the system notification owner by the Institution with BTK-1E or BTK-2E Allocation Table.
