In the electronic communications sector, for operators authorized by the Authority to use and allocate numbers to their subscribers, the numbers in question must first be allocated to the relevant operator by the Authority.

To apply for number allocation:

- The “Allocation Application Form for Numbers Used in Electronic Communications Networks” found in Annex B of the Numbering Regulation, must be filled out completely;

- The relevant usage right fee must be deposited into the account of the Republic of Turkey Ministry of Treasury and Finance at the Central Bank of the Republic of Turkey (Ankara Central Branch)—IBAN TR580000100100000330104000—specifying the Republic of Turkey Ministry of Treasury and Finance as the recipient;

and the relevant form and payment receipt must be submitted to the Authority’s records—addressed to the Department of Authorization—via KEP (Registered Electronic Mail) or by post.

Points to consider regarding number allocation processes are as follows:

- For the allocation of additional resources, a 65% utilization rate must have been reached for previously allocated numbers of the same type.

- Geographic numbers and location-independent numbers with the 850 area code are allocated in minimum blocks of 1,000 numbers. Numbers for Mobile Virtual Network Services are allocated in minimum blocks of 10,000 numbers.

- Usage right fees can be accessed via the link https://www.btk.gov.tr/en/usage-rights-fees. A photocopy and/or electronic copy of the receipt proving payment of the usage right fee is accepted.

- Availability regarding the number resources for which allocation is requested must be checked via the link https://www.btk.gov.tr/en/national-numbering-plan

- For additional resource allocations made during the year, payment must be effected based on a pro-rata fee calculation determined by the number of months.

- If the request for number allocation is approved by the Authority, the allocation is carried out, and the allocated numbers are notified to the applicant. Furthermore, the allocated numbers are published on the Authority's website at the link https://www.btk.gov.tr/en/national-numbering-plan.
