Sectoral SOME Studies

The Sectoral CSIRT was established within our institution on 10/09/2014 to ensure coordination in the electronic communications sector. On the other hand, under the Network and Information Security Regulation in the Electronic Communications Sector, operators are required to:

  • take measures against cyber attacks,
  • establish a Corporate CSIRT and operate in coordination with the Sectoral CSIRT,
  • take all necessary measures in coordination with USOM against DoS/DDoS attacks, malware propagation, and similar cyber attacks,

·        In order to protect servers, routers, and other network elements against DoS/DDoS attacks, malware propagation, and similar cyber attacks, taking into account the type of electronic communications service, establish mechanisms such as signal processing control, user authentication, and access controls in IP addresses, communication ports, and application protocols, and provide cyber attack protection services upon request.

This has been made mandatory.

In this context, Corporate CSIRTs have been established within 33 operators designated under the Network and Information Security Regulation in the Electronic Communications Sector and the Information Technologies and Communication Authority Board Decision; 7/24 accessible contact information for Corporate CSIRTs and information on Corporate CSIRT personnel have been obtained.

The first meeting with the Corporate CSIRTs was held at our institution on 31/03/2015. To conduct the Sectoral CSIRT's activities directly related to the electronic communications sector in coordination with these operators, a Sectoral Working Group has been formed consisting of the Sectoral CSIRT and representatives from the operators' Corporate CSIRTs.

As stated in the BTK 2015 Work Plan, a sectoral exercise is planned to be conducted with the participation of the Corporate CSIRTs of the operators operating in our sector.
