Article 6 of Law No. 5809 on Electronic Communications entrusts the Information and Communication Technologies Authority with the duty of “monitoring developments in the electronic communications sector, conducting or commissioning necessary research to promote the sector's development, and working in collaboration with relevant institutions and organizations on these matters.”

Additionally, in line with the principle of “encouraging the implementation of technological innovations as well as research-development activities and investments” of the aforementioned Law, the Ministry of Transport, with its Approval dated 27.03.2009 and No. 433, has assigned the duty of executing the tasks and procedures related to the transition to IPv6 to the Information and Communication Technologies Authority.

With the E-Transformation Turkey Executive Board Decision dated July 15, 2009 and No. 27, our Institution has been assigned the duty to conduct, in collaboration with all relevant stakeholders, activities to raise awareness about the transition to IPv6 in our country, prepare a roadmap, and develop necessary measures and policy recommendations.

The Prime Ministry Circular titled “IPv6 Transition Plan for Public Institutions and Organizations” was published in the Official Gazette dated December 8, 2010 and No. 27779. The Circular aims to;

  • Enable public institutions and organizations to make their services support IPv6 in addition to IPv4 within a certain period of time, in order to provide services to users who will be required to access the internet only with IPv6 addresses;
  • Allow public institutions and organizations to benefit from features such as security, efficiency, and service quality provided by IPv6 in the services they offer over the internet;
  • Trigger the transition to IPv6 for institutions and organizations engaged in R&D activities in the information sector and encourage our country to become a technology-producing nation.
