
The Information and Communication Technologies Authority has made amendments to the Consumer Rights Regulation. Deputy Minister Dr. Ömer Fatih Sayan and BTK President Ömer Abdullah Karagözoğlu provided information on the subject via their Twitter accounts.
The articles included in the regulation are as follows;
· E-signature, T.C. Identity Card or Internet Banking credentials can be initiated via the e-Devlet portal.
· Additionally, subscribers can subscribe by verifying identity through real-time digital communication.
· The era of "If you join this campaign, you will be deemed to have approved the …. campaign" is over.
· With the regulation, transactions requiring subscriber approval cannot be combined under a single approval; separate approvals will be obtained.
· Indirect subscriptions made without request will be prevented.
· Now, all given approvals can be viewed online.
· Approvals given via customer services, SMS, mobile apps, SIM, etc., can be checked 24/7 from the operators' online transaction centers.
· In calls made by call centers, no transactions can be performed without directly confirming that the customer is the relevant subscriber.
· Those with multiple lines can restrict transaction authorities for their other lines. Especially, high bill victimizations for parents will be prevented.
· In transactions made with Republic of Turkey Identity Card (chip population ID) or Chip Passport, photocopies of documents will not be taken.
· Thus, irregularities made using others' ID cards will be prevented.
· When a subscription contract is made, a simple and comprehensible commitment/contract sample will be provided to the consumer.
· With the new regulation, the commitment period will be limited to a maximum of 24 months.
· Consumers will be notified when the commitment ends.
· Subscribers will be transparently informed about which transactions will constitute a breach of the commitment.
· If the announced internet speed cannot be provided to the subscriber, citizens will be able to terminate the contract without paying a penalty.
· One more service is being launched on the road to Digital Turkey.
· Citizens can now compare operators' offers via @ekapi.
· Packages, campaigns, and tariffs cannot be promoted under the same name. Each package will be promoted with a single name, preventing possible confusions.
· All existing, discontinued, or closed-to-subscription past tariffs will be listed on operators' websites.
· For subscriptions with restricted services, operators will halt the reflection of new fees.
· For subscriptions that do not opt for invoice delivery, invoice information and invoice link will be sent via SMS.
· Subscribers can access the last 1 year's invoices and usage details.
· Citizens can access detailed information on the past and new versions of the regulations at btk.gov.tr.
