
The Cyber Security Summit, organized by the Turkey Cyber Security Cluster within the scope of "Cyber Security Week," has started at the Presidential Complex. Dr. Ömer Fatih Sayan, Deputy Minister of the Ministry of Transport and Infrastructure, recalled that YouTube announced last week that it would appoint a representative in Turkey for legal authorities, and said, "We hope that this approach will serve as an example to other social media companies and expect them to comply with the laws of the countries they operate in, just like in the US and Europe."
In his speech here, Sayan stated that security is no longer only related to the real world but is also an inevitable necessity in the cyber world, emphasizing that information infrastructures must be protected against cyber attacks to speak of security.
Highlighting that they are working 7/24 for cyber security through the efforts of the National Cyber Incident Response Center (USOM), Sayan said, "The two most important elements on our agenda for the development of the cyber security ecosystem in Turkey in the coming period are domestic and national cyber security solutions and trained cyber security human resources."
Drawing attention to the fact that they have implemented many domestic and national solutions such as AVCI, AZAD, KASIRGA, ATMACA, SINKHOLE, and KULE through the works carried out under USOM, Sayan said, "With our KASIRGA and ATMACA systems, we have created a structure that detected more than 53 thousand vulnerabilities in the last 6 months. With the new modules developed for these systems, they can scan more than 1 million '.tr' domain web pages per week and detect vulnerabilities. With the SINKHOLE infrastructure, we have established a capacity that blocks over 80 thousand malicious connections, stops 158 billion malicious requests per year, and produces threat intelligence."
Deputy Minister Sayan: We Rose to 20th Place in the World in the Cyber Security Index
Emphasizing that as the teams working for Turkey's cyber security, they utilize all resources in national infrastructures, Sayan announced that with their efforts, the country has risen from 43rd to 20th place in the world and to 11th place in Europe in the GCI cyber security index announced by the International Telecommunication Union.
Pointing out that there has been an increase in cyber threat vectors during the novel coronavirus (COVID-19) pandemic process, Sayan shared the information that "Our USOM teams detected more than 200 fake conference applications, over 17 thousand vulnerabilities, and nearly 1,000 command and control centers during this period, and these were blocked."
Also touching on the studies carried out by the Ministry and the Information Technologies and Communication Authority to develop human resources in the field of cyber security, Sayan made the assessment, "With the publication of our National Cyber Security Strategy and Action Plan covering the years 2020-2023, we are determined and resolute to take these efforts much further in the coming period."

Recalling that YouTube, one of the social network providers, announced last week that it would appoint a representative in Turkey to be an interlocutor with legal authorities, Sayan said, "We hope that this approach will serve as an example to other social media companies and expect them to comply with the laws of the countries they operate in, just like in the US and Europe."
Stating that they continue their activities to ensure citizens use the internet securely, Sayan concluded his speech by saying that a digital literacy book was published by BTK last week.
