
The Symposium on Web3 Technologies and Artificial Intelligence in Law, organized by the Ankara 2nd Bar Association, was hosted by the Information Technologies and Communication Authority. The symposium, attended by Ömer Abdullah Karagözoğlu, President of the Information Technologies and Communication Authority, featured discussions on the growing importance of Web3 and artificial intelligence technologies today and their impact on the legal field.
Speaking at the symposium, Ömer Abdullah Karagözoğlu, President of the Information Technologies and Communication Authority, stated that artificial intelligence represents a turning point for humanity. Karagözoğlu remarked, “The ultimate goal in artificial intelligence is to achieve a consciousness at or above the human level. In other words, to reach a level capable of reasoning, learning, and remembering the past. We are advancing toward this goal with increasingly accelerated steps each passing day.”
Emphasizing not only the use but also the production of artificial intelligence technology, Karagözoğlu said, “While using artificial intelligence puts you one step ahead, producing it will put you 100 steps ahead. This is precisely why we must run and anticipate everything before others, taking action accordingly. To take action, qualified human resources trained in this field are crucially important. In this regard, I consider initiatives like BTK Academy—established under our institution and offering free training in artificial intelligence, coding, programming, and software development both in-person and online—as critically important for training our future experts. I believe that investments in this area will play a significant role in preparing the younger generations for the world of the future.”
Stating that developments in artificial intelligence technology will also impact the legal field, Karagözoğlu continued, “I believe there are many areas where artificial intelligence will find a place in law. For example, developing evolving precedents and judicial decisions through learning methods of a robot produced with artificial intelligence technology is not difficult at all under current conditions.”
Highlighting the increasing importance of cyber security amid rapid global digital transformation, President Karagözoğlu said, “To ensure our cyber security in the best possible way, we use domestic and national applications as much as possible. The AVCI, AZAT, KASIRGA, and ATMACA software we use in our National Cyber Incident Response Center are both domestic and national, and they operate with artificial intelligence.”
Emphasizing the importance of legal professionals in ensuring societal security and peace, Karagözoğlu concluded, “In this era of rapid advancement in artificial intelligence and other technologies, your valuable knowledge, ethical values, and human-centered approach as esteemed legal professionals are indispensable for delivering justice. Therefore, in legal systems intertwined with artificial intelligence, legal professionals must act as pioneers and with responsibility, playing a critical role in ensuring justice.”
