The 3rd Corporate Governance Summit, organized by the Corporate Governance Association, was held in Ankara. Ömer Abdullah Karagözoğlu, President of the Information Technologies and Communication Authority, attended the summit.
Speaking at the opening of the summit, Information Technologies and Communication Authority President Ömer Abdullah Karagözoğlu made important statements regarding the current impact of artificial intelligence. Karagözoğlu said, “Artificial intelligence is no longer just a technology field; it has become a fundamental force affecting institutions' decision-making processes, economies' growth dynamics, the quality of public services, and our individual lives.”
Stating that artificial intelligence is actively used in many areas, Karagözoğlu said, “In other words, artificial intelligence accelerates business processes, increases efficiency, and redefines the balance between humans and machines. And we know that technology does not have the same impact everywhere. Differences in skills, education, and access can also exacerbate social inequalities. Therefore, the public authority should not only be a regulator here but also an actor that provides education, skill development, and equal access.”
Emphasizing that the main element managing technology is humans, Karagözoğlu said, “Therefore, one of the most critical issues in the age of artificial intelligence is human resource development. Because strong technology gains meaning with strong human resources. If we neglect human resources, even the best regulations and the most advanced systems will not produce the expected impact.”

President Karagözoğlu said, “BTK Academy prepares many of our youth and professionals for the world of the future, particularly in areas such as software, cybersecurity, artificial intelligence, data analytics, and digital competencies. Here, not only technical knowledge is imparted; ethical awareness, a sense of responsibility, and a public benefit perspective are also instilled.”
Drawing attention to the importance of domestic and national production in the use of artificial intelligence, Karagözoğlu said, “Especially in a period where artificial intelligence, big data, and autonomous systems are becoming widespread, externally dependent infrastructures bring along cyber risks, data security threats, and operational vulnerabilities. For this very reason, we are building a strong national architecture in the field of cybersecurity.”
President Karagözoğlu concluded his speech by saying, “Domestic and national software such as AVCI, AZAD, ATMACA, and KASIRGA play critical roles in the detection, analysis, and neutralization of cyber threats. These systems stand out not only with their technical capabilities but also with domestic engineering expertise, field-derived experience, and a design approach tailored to national needs.”
