The World Radiocommunication Conference (WRC-15), organized by the International Telecommunication Union (ITU) to establish international spectrum allocation regulations for rapidly developing information and communication technologies, has begun in Geneva, Switzerland.
Information Technologies and Communication Authority President Dr. Ömer Fatih Sayan, Board members Dr. İhsan Kulalı, Celalettin Dinçer, and Hidayet Yıldız also attended the meetings in Geneva.
Turkey is participating in the conference with a broad delegation consisting of representatives from all public institutions and private sector entities related to the subject. The delegation, headed by BTK President Dr. Ömer Fatih Sayan, held numerous meetings and contacts within the framework of the conference. A live 5G demo was conducted by Ericsson's Director of Government and Industry Relations, Lasse Wieveg, followed by discussions on spectrum needs, particularly focused on 5G. During the 5G demo, topics such as speeds, handover between 4G and 5G networks, possible commercialization dates for 5G, and spectrum issues were addressed.
During the meeting with PTA President Syed Ismail Shah of the Pakistan Telecommunication Authority, Syed Ismail Shah made a presentation providing information on the regulatory authority's organizational structure, working methods, regulations enacted, the state of the electronic communications sector, and ongoing projects.
Upon the request of Teliasonera, a negotiation meeting was held with the company's CEO Johan Dennelind and his team within the framework of WRC-15 Agenda Item 1.1 on the identification of new IMT bands. Teliasonera emphasized the importance of supporting the IMT bands that are on the agenda for allocation.
Mr. Sadok Taomi, General Director of the Tunisian National Frequency Agency, proposed the signing of a cooperation agreement between the institutions of the two countries for the sharing of knowledge and experience, and our Authority has initiated studies on the matter.
The conference, which will continue until November 27, will review the international regulatory framework in the field of radiocommunications and update the necessary technical and administrative issues. Throughout the conference, it is expected that more than 3,000 participants representing 193 Member Administrations of the ITU will be present. Additionally, 100 observers representing 700 private sector representatives who are ITU members will also attend the conference.
Board President Mr. Ömer Fatih Sayan, who will also attend the last week of the conference, will sign the WRC-15 Final Acts, encompassing the agreed outcomes of the conference, on behalf of the Turkish delegation.
The conference proceedings are being conducted through 7 Committees, consisting of 4 standard committees (Credentials, Budget, Signature Authority Documents, and Drafting Committees) and 3 technical committees (Agenda items distributed to Committees 4, 5, and 6 according to technical, administrative, and general headings). Committee meetings, along with Working Group and Sub-Working Group meetings, start at 09:00 with the first sessions and are being followed by our country's delegation. Coordination meetings by Regional Groups (CEPT, NATO, etc.) are held during lunch hours.

In addition, under Agenda Item 1.2, discussions continue on technical compatibility issues regarding the 700 MHz band allocated to IMT at WRC-12, and studies are ongoing on coordination agreements planned with neighboring countries under this agenda item.
The longest discussions during the conference are taking place under Agenda Item 1.1 on the identification of frequency bands to be used by IMT, while on the other hand, the identification of frequency ranges to be studied for IMT-Advanced/IMT-2020 (or 5G) under WRC-2019 is being addressed under Agenda Item 10 as part of determining the agenda items for WRC-19. At the WRC-2019 Conference, different frequency ranges from 6 GHz to 100 GHz are expected to be studied for IMT-2020. The frequency ranges under consideration for 5G operating frequencies are listed below:
