
The "Regulation on the Establishment and Operation of the National Mobile Warning System," prepared by the Information and Communication Technologies Authority (BTK), was published in the Official Gazette and entered into force. Dr. Ömer Fatih Sayan, Deputy Minister of the Ministry of Transport and Infrastructure, made statements on the subject.
Sayan, who shared on his social media account, said, "The regulation provides for the establishment and operation of a mobile warning system that enables users to receive warning notifications in specific geographic areas in situations that may pose threats to disasters, emergencies, public order, national security, and national cybersecurity."
Drawing attention to the fact that with the national warning system, operators' SMS transmission capacities will be increased to reach all mobile users across the country in a short time, Sayan stated, "The system will not only reach nationwide but also instantly to people in a specific region, province, or district. Thus, when a disaster or emergency occurs, people within the geographic area will be able to receive early warning messages. Additionally, the warning system can be made available for use by institutions responsible for disasters, emergencies, and security. Methods such as CMAS (Commercial Mobile Alert System), CBS (Cell Broadcast Service), SMS (short message), and pre-call announcements will be used for warnings."
Deputy Minister Sayan: Operators Will Establish Technical Infrastructure Within 3 Months
In his statement, Sayan said, “Compatible devices available in the market and those to be supplied to the market within 3 months will be made compatible by the manufacturer, producer, or importer to support the CMAS method within 6 months. The manufacturer, producer, or importer will not be responsible for the compatibility of devices they have not supplied to the market. Devices that do not meet the regulation requirements cannot be supplied to the market after 3 months. Operators will establish and operate the technical infrastructure within 3 months.”
