The "National Cyber Incident Response Center (USOM) – Cyber Incident Response Teams (SOME) I. Consultation Meeting" was held on October 31, 2016, at the Information and Communication Technologies Authority (BTK). The meeting was attended by Galip Zerey, Deputy Undersecretary of the Ministry of Transport, Maritime Affairs and Communications (UDHB), BTK President Dr. Ömer Fatih Sayan, and Ensar Kılıç, Acting General Manager of Communications at UDHB. The meeting, which carried the distinction of being the first consultation with SOME teams under the theme "Cybersecurity Measures After July 15," discussed the latest security measures taken and areas open for development within the USOM-SOME structure following the briefing by USOM. It is aimed to continue these consultation meetings with the 515 SOME teams established nationwide.

"Our aim is to maximize communication and interaction between USOM and SOMEs, identify deficiencies and shortcomings on both sides, and consult on what we can do to improve them. We believe that in the coming period, we will accomplish important tasks for our country together with you. With Article 60 of the Decree-Law No. 671 (KHK), new duties have been assigned to BTK regarding the provision of cybersecurity. Accordingly, BTK has been tasked with 'taking or ensuring the implementation of all measures to protect public institutions and organizations as well as real and legal persons against cyber attacks and to provide deterrence against these attacks.' In this context, the KHK defines broad powers to BTK for ensuring national cybersecurity, including the authority to impose sanctions on relevant parties, including public institutions and organizations."
Dr. Sayan stated that daily measures would not suffice for ensuring cybersecurity and that BTK's work is being carried out under 4 main programs, expressing these programs as: - Capacity Building Program (Human Resources and Training), - Rapid Detection – Early Intervention Program (technological measures), - Cyber Threat Intelligence Acquisition and Sharing Program (cooperation and communication), - Critical Infrastructure and Data Protection Program.
