Minister of Transport, Maritime Affairs and Communications Ahmet Arslan met with the press at the General Directorate of Highways. Our President of the Information Technologies and Communication Authority (BTK), Dr. Ömer Fatih Sayan, also attended the meeting.
Arslan stated that cybersecurity is very important and that they have granted sanction powers to the Information Technologies and Communication Authority (BTK) to take the necessary measures in this regard. Explaining that BTK monitors all institutions and organizations 24/7 and issues warnings, Arslan said, "However, when the other party does not take action regarding this, BTK had no sanction authority. In this sense, we were experiencing difficulties. By granting legal authority to BTK, we have given it this sanction right."
Explaining that BTK provides support in the field of cybersecurity, Arslan said that the institution will recruit personnel related to cybersecurity and, at the same time, gather people trained in this field on a platform to benefit from their knowledge.

"FAIR USAGE QUOTA TO BE REMOVED IN 2018"
Making statements on improving data download speeds after Fair Usage Quota (FUP), and ensuring transparency for consumers regarding the FUP data amount and access speed after FUP in packages promoted as unlimited/unrestricted, Sayan expressed that with the regulation, the FUP application will be completely terminated as of December 31, 2018.

END TO UNWANTED SMS WITH B CODE
Stating that a new era has begun for SMS messages with headings directing to gambling and illegal applications, which have caused intense complaints from citizens, with the B Code regulation, Sayan expressed that it has become mandatory to add the Number Portability Routing Code (B code starting with Bxxx structure) assigned by BTK at the end of the SMS text. Additionally, Sayan said that complaints about unwanted content can be made to the Ministry of Customs and Trade along with the B Code, number, and SMS time in the SMS.

UNWANTED SUBSCRIPTIONS ON THE INTERNET WILL END
Explaining the regulation regarding unwanted subscriptions to services as a result of actions such as clicking on a page or closing an advertisement page while browsing the internet, and these subscription services being reflected on bills in high amounts, our President Sayan stated that the Added Value Electronic Communications Services Regulation has been carried out by BTK to end such grievances; unintentional subscriptions formed by clicking on any page while browsing the internet will end with the regulation.
Sayan said that complaints on this matter will be resolved through 24/7 service by the operator to which the subscriber is subscribed; subscribers can close their lines to mobile payments or added value electronic communications services when they wish, and the regulation will enter into force on June 30, 2017.

CYBERSECURITY CAPACITY BUILDING FROM BTK
BTK President Dr. Sayan stated that studies to identify cyber threats emerging in the cyberspace against our country's cybersecurity, and to develop measures to mitigate or eliminate the effects of potential attacks and incidents, continue on a 24/7 basis. SECURITY MEASURES REGARDING POSTAL SHIPMENTS
Referring to the regulations made regarding security measures in postal shipments, President Sayan said: "Following the recent terror incidents in our country and the observation that some criminal elements are transported via cargo, as a result of consultations with the General Directorate of Security (EGM), we have conducted studies on the necessity to increase security measures for postal shipments and made the Regulation on Security Measures for Postal Shipments by BTK."
