Dr. Ömer Fatih Sayan, President of the Information Technologies and Communication Authority (BTK), speaking at the signing ceremony of the UYAP Integration Protocol, said, “This protocol will completely eliminate possible document delays in areas such as postal services and others, enabling justice to be served more swiftly.”
BTK President Dr. Ömer Fatih Sayan attended the signing ceremony of the UYAP Integration Protocol between the Ministry of Justice and the Information Technologies and Communication Authority. The signing ceremony, held at the BTK headquarters, was attended by BTK Vice President Dr. Ahmet Kılıç, Deputy Undersecretary of the Ministry of Justice Mustafa Erol, Head of the Ministry of Justice Information Processing Department Servet Gül, as well as experts from BTK and the Ministry of Justice.
THE PROTOCOL WILL ENABLE JUSTICE TO BE SERVED MORE SWIFTLY
Stating that the protocol covers arrangements between the Ministry of Justice and the Information Technologies and Communication Authority regarding the prompt fulfillment of requests from judicial authorities connected to the UYAP system to BTK, Sayan said, “In this context, the aim is to deliver the formed or forming requests from judicial authorities to our institution as quickly as possible, and in return, to present the obtained data to the judicial authorities in the fastest manner. This protocol will completely eliminate possible document delays in areas such as postal services and others, enabling justice to be served more swiftly. As a regulatory supreme body, our primary obligation here is to provide the information from operators numbering over 400 to the service of justice upon request. The protocol we will implement today is a step towards ensuring that justice, by its nature, finds its place more quickly. As the poet said, 'justice does not delay, it must be delivered promptly...' In line with this principle, it is important to conduct studies to utilize the capabilities of communication technologies in the service of law.”
PHONE LINES SHOULD BE VERIFIED THROUGH E-GOVERNMENT
Reminding the importance of citizens taking control of various aspects related to themselves at the state level as much as the services they receive, Sayan touched upon the following points: “A few days ago, we reached out to many citizens through operators and asked them to verify the phone lines registered under their names. I repeat: All our citizens should check the phone lines registered under their names through the E-Government channel. If they see a line that does not belong to them, they need to share this with the relevant parties without delay. In case they detect a line or lines that do not belong to them upon inquiry, they must contact the relevant operator and have it canceled immediately. The second point is that citizens should definitely subscribe to lines at the operators' authorized subscription dealers, obtain a copy of their contracts, and have the identity photocopies they give to the dealer stamped. Another point is that they should not allow people they do not trust to use the internet line registered under their name or should do so through a registration-password process. In short, unlawful actions performed through their lines are a source of trouble for the line owner.”
DOCUMENT PROCESSES WILL BE CONCLUDED MORE QUICKLY AND SECURELY
Explaining that the ongoing document process is being updated to integrate with the UYAP system, Sayan listed the changes that will occur as a result of the UYAP connection as follows:
“- There will be no delays in documents in the mail; risks such as loss, misdelivery, or breakage of documents and CDs delivered to the mail and their attachments will be eliminated, and the current potential security vulnerability due to delivery to a third party, the mail carrier, will be prevented.
- Depending on the content of the request (investigations within the scope of FETÖ/PDY terrorist organization, kidnapping, deprivation of liberty, imminent death threats, missing persons, terrorist activities, and events that will cause public outrage, etc.), urgent-coded transactions will also be completed in the shortest time.
- Unnecessary correspondence such as returns and re-registrations due to 'unsigned documents', which constitute 20-30% of our documents, will not occur.
- Since data entry will be done from the UYAP screen, our institution's personnel workload will decrease, and time and labor loss due to multiple definitions will be prevented.
- Since data entry will be performed by judicial authorities, errors and unnecessary correspondence will be eliminated.
- Additionally, the most important for judicial authorities is that the request will reach our institution in the fastest way and they will obtain the results more quickly.
With this protocol; due to the significant increase in HTS and IP requests, especially within the scope of FETÖ/PDY investigations, and most documents being requested urgently in judicial investigations and prosecutions, the UYAP integration will be implemented to conclude these processes more quickly and securely, meeting a very important and great need for both judicial authorities and our institution. Furthermore, with the integration, it will be possible over time to make new developments and arrangements to reduce risks in data security to zero.”
Sayan concluded his speech by wishing that the UYAP Integration Protocol be a harbinger of good things.
At the UYAP Integration Protocol signing ceremony, Deputy Undersecretary of the Ministry of Justice Mustafa Erol also made a speech. Emphasizing that speed and quality will come to judicial services with the signed protocol, Ministry of Justice Deputy Undersecretary Mustafa Erol said, "All kinds of document flows have been transferred to the digital environment with electronic signatures. This will be one of the integrations we have signed with 54 different institutions on 86 different subjects in the current UYAP system. The speed and quality it will bring to judicial services are important. Today, when the investigation authority presses the enter key on the computer, the request will be instantly transferred to the Information Technologies and Communication Authority. It will reach the relevant judicial authority at the same speed.”
