Speaking at the Monitoring and Evaluation Meeting for the Support of Domestic Production and R&D Activities, BTK President Dr. Ömer Fatih Sayan stated, “In line with the mission we have undertaken as BTK, we are working with all our might to develop a domestic and national production ecosystem for both 4.5G technologies and 5G and beyond technologies.”
The Monitoring and Evaluation Meeting for the Support of Domestic Production and R&D Activities was held at the BTK Central Building. In addition to BTK officials and experts, representatives from relevant units of public institutions and sector representatives attended the meeting.
OUR DUTY IN THE NATIONAL STRUGGLE: TO PRODUCE
Emphasizing the importance of localization in the fight against terrorism, Sayan stated that Turkey is in a struggle against internal and external threats. He continued: “We are in days when our Mehmetçik is conducting operations within and outside our borders. These are times when our needs become more clearly apparent. We know that Fatih needed large cannons to breach the walls when conquering Istanbul and had them cast by a Hungarian master. He established the production infrastructure for the move that would open a new era by adding an expert to his own team. We must not forget the importance of technology and human transfer in creating a domestic ecosystem. In this context, localization should be understood not as closing in, but quite the opposite—as walking ahead of the whole world.
LOCALIZATION OF THE ELECTRONIC COMMUNICATIONS SECTOR IS IMPORTANT
Emphasizing that localizing the electronic communications sector is extremely important for the sector to gain competence in this field, Sayan said: “Within the framework of the obligations imposed on our operators in the electronic communications sector, which are known to the entire public, we have been continuing our coordinated efforts with our public and private sector representatives for some time to develop domestic and national products.”
THE WAY TO ACHIEVE 2023 TARGETS IS THROUGH HIGH TECHNOLOGY
Underlining that they aim to contribute to our country's exports and employment through domestic production, Sayan said, “We believe that realizing our country's 2023, 2053, and 2071 targets depends on producing high value-added products based on high technology. With our efforts, we should aim to produce world-brand products in the electronic communications field. Our country should make the successes it has achieved in the economy in recent years permanent with the high-tech products it produces.”
WE HAVE INTRODUCED THE OBLIGATION TO USE CERTIFIED DOMESTIC PRODUCTS
Noting that the Information Technologies and Communication Authority has imposed an obligation to use only certified domestic products for the use of frequency bands, Sayan stated, “With a decision taken by our Information Technologies and Communication Authority on January 10, 2018, the obligation to use certified domestic products has been introduced for radio link allocations in the 7 GHz, 13 GHz, and 80 GHz frequency bands. In the subsequent process, for the applications for radio link frequency allocations made by operators to be processed by our Authority, operators must submit to our Authority the domestic product certificates related to the radio link devices they will use in the frequency for which they request allocation. Similarly, considering that developments in the information technologies and communications sector increase personal security, cybersecurity, and national security risks, we made another decision on January 22, 2018, regarding the procurement of SIM cards to be used in 112-based in-vehicle emergency call systems from operators authorized by our Authority.”
OUR GOAL IS TO DEVELOP A PRODUCTION ECOSYSTEM FOR 5G AND BEYOND TECHNOLOGIES
Stating that they are working with all their might to develop a domestic and national production ecosystem for 5G and beyond technologies, Sayan said, “We are continuing our work without slowing down within the framework of the mission undertaken by our Institution. Today, good planning for the future, good analysis of needs, and correct positioning of production capacity are required. The power and support of our State are always beside domestic production and producers.
Reminding Mevlânâ’s metaphor “Keeping one foot fixed and wandering among the seventy-two and a half nations with the other foot...,” Sayan added that we need to gather the world’s accumulations with the same philosophy, add our own efforts and capabilities on top, and open new horizons.
WARNING TO FAMILIES: “BLUE WHALE”
Drawing attention to the Blue Whale game, which has recently caused the deaths of children, Sayan said, “It is known that trends like Blue Whale and similar ones cannot be described as games; these trends are spread through links by malicious individuals in secret on the internet and various social sharing platforms. Recent developments provide an answer to how these platforms can harm children and young people if not used consciously. Efforts are ongoing to prevent the spread of Blue Whale and similar games among users and to take necessary measures.”
