Transport, Maritime Affairs and Communications Minister Binali Yıldırım stated that revolutionary regulations have been implemented regarding the number portability application.
Expressing that the durations for number portability have been shortened, Yıldırım said, "The 3-month waiting period introduced for fixed-line number portability is being removed. Regulations are being made regarding the warning tone in number portability."
Minister Yıldırım announced that the Information Technologies and Communications Authority (BTK) has made changes to the Number Portability Regulation and that these changes have been published in the Official Gazette.
Drawing attention to the fact that there were practices in number portability that sometimes caused hardship for consumers despite the recipient operator not being able to transfer the ported number, Yıldırım said, "With the new regulation, it has become possible to transfer both the ported number and the recipient operator to another party."
Reminding that a subscriber could not port their number until 3 months had passed since signing the first subscription contract with the operator to which the number was assigned, Yıldırım noted that the new regulation allows fixed-line subscribers to port their numbers without this 3-month waiting period.
Yıldırım explained that for mobile subscribers, the 3-month waiting requirement, which had to pass from the date of signing the first subscription contract with the operator to which the number was assigned in order to port the number, has been removed for subscriptions made through transfer.
Stating that the periods granted to operators to fulfill requests for number portability have been shortened, Yıldırım said, "The transmission period for operators to forward portability requests will be reduced from 2 days to 1 day, and the control period for portability requests by operators will also be reduced from 2 days to 1 day. Thus, the number portability process will be carried out quickly and easily."
Noting that there were practices where subscribers' numbers were ported without their request, Yıldırım stated, "A regulation has been made requiring the relevant operators to cover penalty fees, bills, and such charges that the subscriber had to pay in cases where the subscriber's number was ported without their request due to reasons originating from the operator."
