The “National Broadband Strategy and Action Plan”, prepared with the contributions of BTK and other relevant stakeholders under the coordination of the Ministry of Transport, Maritime Affairs and Communication, was announced by the Minister of Transport, Maritime Affairs and Communication, Ahmet Arslan.
The program was attended by Suat Hayri Aka, Undersecretary of the Ministry of Transport, Maritime Affairs and Communication, Deputy Undersecretary Galip Zerey, BTK President Dr. Ömer Fatih Sayan, TÜRKSAT General Manager Cenk Şen, GSM operator managers, and sector representatives.
In his speech, Minister of Transport, Maritime Affairs and Communication Ahmet Arslan stated that they are focusing on the goal of entering the world's top 10 economies by 2023, which was put forward under the high vision of President Recep Tayyip Erdoğan and the leadership of Prime Minister Binali Yıldırım. Arslan emphasized that providing communication infrastructure and services with sufficient capacity, speed, and quality is essential to achieve this goal, and announced that the National Broadband Strategy and Action Plan prepared in this context was published today in the Official Gazette.
Expressing that they are launching the National Broadband Strategy and Action Plan covering the years 2017-2020 as an implementation upon which all stakeholders have agreed, Arslan stated that with this plan, they aim to widespread high-capacity and high-speed broadband infrastructure across the country, create a competition-based market in infrastructure and services, increase demand, and facilitate the lives of citizens and the business world.
THE PLAN HAS 3 STRATEGIC OBJECTIVES AND 25 ACTIONS
Stating that the plan includes 3 strategic objectives and 25 actions, Arslan said, "We aim to increase broadband supply and demand both together and separately by addressing them. Our strategy document includes actions that will address the investment needs and problems of our sector." He also emphasized that they aim to elevate broadband infrastructure investments, especially fiber and 4.5G, to higher levels, and stated that they will implement projects and regulations on supporting fiber and mobile infrastructure installation and expanding cable TV networks.
BROADBAND FOR EVERYONE EVERYWHERE
Underlining that they aim to achieve the 2023 targets and take place among high-income and leading countries in broadband, Arslan said, "We will increase fixed broadband subscriber density from 14.5% to 30%. We will raise mobile broadband subscriber density from 71% to 100%. We will increase the number of fiber internet subscribers from 2.2 million to at least 10 million. Broadband access at least 100 Mbit/s speed will be provided. We will raise the household ratio from 30% to 100%. We will achieve the main goal of the strategy, 'Broadband for everyone everywhere'."
WE WILL TAKE OUR PLACE AMONG THE LEADING COUNTRIES TRANSITIONING TO 5G
Arslan explained that the strategy includes actions that will increase supply and demand together, prioritizing R&D, domestic and national production, and stated that incentives and obligations will be developed to increase domestic and national production and R&D capabilities, they will contribute to 5G and beyond standards studies, increase incentives for R&D and domestic products, and take their place among the leading countries transitioning to 5G with national products.
