Ahmet Arslan was born on June 2, 1962, in Kağızman, Kars.
Shipbuilding and Machine Engineer; graduate of Istanbul Technical University Faculty of Naval Architecture and Maritime Sciences, and the 56th Term of the National Security Academy. He worked for seven years in the private sector and held various positions at Pendik Shipyard. He served as Directorate Head at the Undersecretariat of Maritime Affairs, Deputy General Manager, and General Manager of Railways, Ports and Airports (DLH) Construction at the Ministry of Transport. He was a member of the Board of Directors of the State Airports Authority, TT-NET and Turkish Lloyd Foundation, TÜRKSAT Supervisory Board, and TOBB Maritime Council. He holds the "Turkish World Engineering Award", "Honorary Professorship" title, and "2010 Bureaucrat of the Year Who Turns Negative to Positive" awards.
