18th International Information Security and Cryptology Conference was held under the auspices of the Information Technologies and Communication Authority. Minister of Transport and Infrastructure Abdulkadir Uraloğlu, who attended the conference, made important statements regarding Turkey's digital transformation process and developments in cybersecurity.
Minister Uraloğlu emphasized that information is the most valuable treasure of the digital age and stated that cybersecurity is a critical fortress protecting this treasure. Noting that with the widespread adoption of 5G technology in our country, the digital ecosystem will be shaped by innovative solutions in every field, Uraloğlu expressed that cybersecurity responsibilities have also increased accordingly.
Minister Uraloğlu: 5G Authorization Auction is a Historic Step for Our Digital Future
Stating that the 5G authorization auction held last week is a historic step for our digital future, Uraloğlu said, ''I believe that the authorization auction regarding the establishment, operation of 5G mobile electronic communication infrastructures and the provision of services is a historic development we have taken for our country's digital future. Our auction started with a minimum value of 2 billion 125 million dollars and was successfully completed by reaching 3 billion 534 million dollars including VAT with the competitive bids of our operators. This revenue will strengthen our communication infrastructure investments, accelerate our R&D efforts, and make a great contribution to our economy.''
Providing information about the National Cybersecurity Strategy and Action Plans, Uraloğlu stated that the 6 strategic objectives determined for the 2024-2028 period are “Cyber Resilience”, “Proactive Cyber Defense”, “Human-Centered Approach”, “Secure Use of Technology”, “Domestic and National Technologies”, and “International Brand”.
Minister Uraloğlu: USOM is Taking a Pioneering Role in Protecting Our Country's Cyber Borders
Drawing attention to the activities of the National Cyber Incident Response Center (USOM), Uraloğlu said, ''Our National Cyber Incident Response Center (USOM), under the roof of our Information Technologies and Communication Institution, is also taking a pioneering role in protecting our country's cyber borders. USOM works in coordination with 14 sectoral SOCs and 2,374 corporate SOCs, strengthening our country's cyber incident response capacity with 8,237 expert personnel. Look, as of October 2025, we have blocked access to 74,594 malicious links at the infrastructure level and published 306 security notifications to share with relevant institutions. With the artificial intelligence technology developed by USOM, we detected and blocked 74,205 domain names established for phishing purposes to defraud our citizens. In just the last week, we applied access blocks to 502,173 malicious internet addresses with 75.1 million blocks. In addition, with our domestic and national software 'Avcı, Azad, Kasırga, Atmaca, and Kule', we proactively detect vulnerability risks through regular scans for a total of 17 million IP addresses. We examine 286 ports for security in 109 different weekly scans. USOM has the capacity to scan approximately 242,133 critical websites against vulnerabilities in just 7 hours.''
Also mentioning that Turkey was evaluated as “Level 1: Role Model Country” in the International Telecommunication Union's 2024 Global Cybersecurity Index, Uraloğlu stated that protection and capacity in the cyber field have been further strengthened with the Cybersecurity Law that entered into force on March 19, 2025.
Touching upon social media regulations and the protection of children on digital platforms, Uraloğlu announced that comprehensive regulations are being worked on regarding the social media use of children under 16 years old.
President Karagözoğlu: Youth are Being Prepared for the Digital World with the Turkey Century Vision
Speaking at the conference, BTK President Ömer Abdullah Karagözoğlu emphasized that success in cybersecurity is possible not only with technological infrastructure but also with qualified human resources. Karagözoğlu shared the information, ''Under the roof of our institution, with BTK Academy, we offer free training to a large number of our youth on artificial intelligence, coding, programming, and software both face-to-face at our main campus and online for those who cannot access the trainings here.''
Karagözoğlu concluded his speech by saying, “With the Turkey Century vision, we continue our efforts to prepare our youth for the digital world of the future in the best way possible. In this context, I would like to state that BTK Academy has started offering 10 more completely free and certified trainings. Artificial Intelligence trainings stand out among these trainings. With our expert trainers, we closely follow the latest developments in artificial intelligence and aim to lead Turkey's artificial intelligence ecosystem.''
