
Speaking at the opening of the program held at Bahçeşehir University, Sayan said, “The most important feature of Public-Private Partnership (PPP) Model projects, which we can define as the relationship formed between the private sector and the public sector, is that not only the construction part of the investment to be made, but also the operation phase can be carried out by the private sector for a certain period.”
Pointing out that in this model, the private sector is not a seller, contractor, or implementer, but an equal participant in every stage of the investment activity, Sayan said, “While the state is the buyer of services, the private sector is the long-term service provider.”
Drawing attention to the importance of the PPP model, Sayan said, “By reducing the burden on the public budget in terms of financing, the model ensures the transfer of resources far exceeding the budget allocated for infrastructure to public services.”
Deputy Minister Sayan: An Important Advantage for the Public
Deputy Minister Sayan said, “The transfer of risks related to the construction, finance, and operations of projects realized thanks to the PPP model from the public to the private sector, along with the limited or minimal use of public support, is an important advantage for the public.”
Deputy Minister Sayan: Investments Immediately Pass to State Ownership
Sayan, who noted that there are some criticisms of PPP as with every model, stated, “Let us clarify that, as I mentioned before, the ownership of investments brought to life through PPP does not completely pass into the hands of the companies. These investments are transferred to companies for operation for certain periods, and from the moment this period ends, they immediately pass to state ownership. In other words, there is no reduction in public ownership.”
