Dr. Ömer Fatih Sayan, President of the Information Technologies and Communication Authority (BTK), who spoke at the 11th International Electronic Communications Regulators Conference and Turkey Informatics Summit, made statements regarding the Fair Usage Point regulation implemented by BTK.
BTK, upon evaluating the demands and complaints that the speed value after the Fair Usage Point (FUP) does not meet the needs when the quota amount offered in the packages is reached, has made a regulation regarding improvements in the post-FUP speed values for both mobile and fixed internet, stated Sayan, sharing the following information about the implemented regulation:
1- With the decision taken by BTK, the data download speed after FUP for mobile internet has been set at a minimum of 128 Kbit/sn. This regulation in mobile took effect on March 1, 2017.
2- In fixed broadband internet services, while the download speed in all FUP-included packages was applied as a single value of 3 Mbit/sn, with the new regulation, post-FUP download speeds that vary according to package speed have been determined. Accordingly, for example: A subscriber with a 16 Mbit/s speed FUP-included package will have a minimum download speed of 5 Mbit/s upon reaching the FUP data amount and will be able to receive internet service at this speed until the end of the billing period.
3- The regulation to improve the post-FUP data download speed took effect as of May 1.
4- As of May 1, internet usage between 02:00-08:00 will not be included in the Fair Usage Quota.
5- The FUP application will be completely abolished on December 31, 2018.
Sayan announced that the new regulation will be valid for both subscribers using FUP-included tariffs, existing subscribers with ongoing commitments, and new subscribers switching to FUP-included tariffs, and said: “Current subscribers will benefit from the new regulation without paying any additional fees. We have revised the pricing model to support higher speeds and more usage without FUP. Under this model, operators will have the opportunity to set more flexible tariffs and offer more options to consumers. The regulation to abolish FUP by the end of 2018 is an important vision for all operators. Operators offering advantageous and preferable tariff options and services in line with this vision will win. We are closely following the matter as BTK. If there is any violation of the legislation in these applications, BTK will take the necessary actions. We wish our citizens to enjoy the new speeds in FUP-included packages in advance.”
