The Authorization Auction for IMT Services and Infrastructures, known to the public as 4.5G, was held by the Information and Communication Technologies Authority in Ankara on August 26, 2015.
Bids were submitted to the auction sequentially by NetGSM İletişim ve Bilgi Teknolojileri AŞ, Turkcell İletişim Hizmetleri AŞ, Vodafone İletişim Hizmetleri AŞ, and Avea İletişim Hizmetleri AŞ, while NetGSM was eliminated from the auction due to notifying in its application letter that it would not participate.
The results of the package sales conducted over the frequency bands and minimum values specified within the scope of the auction are presented in the table below.
The packages won by each operator and the total auction payment amount are presented in the Table below.
In accordance with the Auction Specification, since no bids were received for the E4 and F4 packages in the 2600 MHz frequency band from bidders other than those holding Privilege Contracts, the sale of these packages was canceled.
In the subsequent process, the auction commission's decision will be submitted to the Information and Communication Technologies Authority, the auction authority, for approval. Thereafter, in accordance with the relevant specification and regulations, the auction decision will be notified to the operators, and the authorization document for limited-number usage rights regarding IMT Services and Infrastructures will be issued to the operators upon fulfillment of their obligations related to usage rights and definite guarantees.
Additionally, in accordance with the specification, the existing 2G and 3G privilege contracts will be amended and sent to the Council of State for review. Following the Council of State's opinion, the relevant privilege contracts will be amended and signed between the Authority and the operators.
The IMT Authorization period extends until April 30, 2029, and operators will be able to commence provision of IMT services as of April 1, 2016.
