Electronic Communications Infrastructure Information System Procedures and Principles
The "Regulation on the Passage of All Kinds of Cables and Similar Equipment Used in Fixed and Mobile Communication Infrastructures or Networks Through Immovable Properties", prepared by the Ministry of Transport and Infrastructure and published in the Official Gazette dated 27/12/2012, thereby entering into force, defines EHABS in its 4th article as "the system where information regarding the infrastructures of operators operating in the electronic communications sector is recorded." In accordance with the Ministry approval dated 28/08/2015, it has been decided to establish and operate EHABS by our Institution.
The "Regulation on the Electronic Communications Infrastructure and Information System" prepared by our Institution was published in the Official Gazette dated 13/07/2016 under number 29769 and entered into force. The purpose of this Regulation is to regulate the procedures and principles for matters related to EHABS and the determination and supervision of minimum requirements for electronic communications infrastructure facilities. Within this scope, the procedures and principles for operators to prepare the data to be entered into EHABS and to enter such data into the system were published with the Board Decision dated 23/07/2018 and numbered 2018/DK-TED/236.
The EHABS project became operational on 21/01/2019. The EHABS project aims to provide the following benefits.
- Collection of geographic information regarding our country's electronic communications infrastructure in a single center,
- Displaying infrastructure information collected in a single center on a Geographic Information System (GIS)-based map,
- Contribution to the effective and efficient implementation of processes related to right-of-way and facility sharing,
- Real-time tracking of right-of-way processes, assisting in the determination of policies aimed at expanding broadband access, primarily fiber, within the scope of universal service, and contributing to the decision support systems of other institutions.
