“VALUE-ADDED SERVICE” INJUSTICE IS ENDING

The Information and Communication Technologies Authority (ICTA) puts an end to the "value-added services" by requiring the relevant approval to subscribe to unwanted services as a result of clicking on any page or closing the advertisement page while browsing the internet and reflecting the high amounts billed for these services.


Recently, ICTA, which evaluates consumer complaints that they have been subscribed to services they do not want as a result of clicking on any page or closing the advertisement page while surfing the internet, and the bills for these services are reflected in high amounts, have made important arrangements in this area.


UNSOLICITED SUBSCRIPTION WILL BE END


Value Added Service regulation allows to provide transparency in all processes, to be informed subscribers about service conditions and fees clearly, and to prove subscribers’ willingness while subscribing value added electronic communication services or purchasing unique content.


While closing the related advertising / promotion page, especially in purchases taking place over the internet, BTK, which carefully examines the complaints, has obligations to the operators to prevent such unsolicited subscriptions. In the case of an unsolicited subscription, the rules have been set up to ensure that complaints in this respect are resolved by the subscribed operator and not directed to third parties.


RESPONSIBLE WILL BE OPERATOR AND PROVIDE 7/24 SOLUTION SERVICE



It has been clarified in the regulation that it is the responsibility of the operator to prove that the necessary information such as fees and service conditions are given before the service and subscriber’s confirmation is taken. Subscriptions that are not performed in accordance with the specified rules will be refunded for the relevant subscription.


According to the regulation, from the transactions making within the channels, such as Web, Wap, SMS or voice response systems, will receive approval from the subscriber through the procedures determined after informing the fee and the scope of the service.


Another important issue brought by regulation by ICTA is that whenever subscribers want, they can switch off their lines to mobile payment or value added electronic communication services. Calling for the call center or an official application for the transaction will be enough.


SUBSCRIPTION CANCELLATION WILL BE FREE


According to the regulation, cancellation requests for value-added service subscriptions will be fulfilled at the latest until the next renewal date. Informing to subscribers about the subscription for these services and during the process of purchasing unique content, transactions of process for approval and subscription information will be provided free of charge.
