A NEW ERA IN NUMBER PORTABILITY
Mr. Binali YILDIRIM, the Minister of Transport, Maritime Affairs and Communications, explained the details of revolutionary regulations about number portability. He announced that Information and Communication Technologies Authority (BTK) made some amendments on By Law on Number Portability and the new By Law was published at the Official Gazette.
Mr. YILDIRIM added that the number portability process was shortened, the legislation which imposes a waiting period for 3 months after the subscription date with the number holder was removed on fixed number portability and there is also new rules on tariff transparency.
Mr. YILDIRIM also pointed out that take-over of ported numbers in the recipient operator was not possible, however this causes some problems to the consumers. The minister stated that: “it will be possible to take-over a ported number in the recipient operator according to the new regulation.”
The rule regarding 3 months waiting period was removed
Mr. YILDIRIM reminded that there was a waiting period for 3 months after the subscription date with the number holder, however this rule is removed in fixed number portability.
The Minister also explained that the rule regarding 3 months waiting period was also removed for mobile subscriptions with taken over numbers.
He reported that the process for number portability was shortened and stated that: “the submission period of porting request and checking period of porting request were reduced to 1 day from 2 days. In this way, the porting process will be faster and easier.”
Stating that there are some ports realized without the request of the subscriber, Mr. YILDIRIM continued: “In the case of portings without the request of the subscriber which stems from operators, the fees like withdrawal fee and bills that were born by subscribers will be compensated by the relevant operator.”
Subscribers will have the right not to hear the notification tone
Reminding that the previous amendment in the By Law regarding tariff transparency was stayed of execution by Presidency of the Council State, Mr. YILDIRIM stated that: “The related article is changed in line with the court desicion. According to the new regulation, the notification tone will be given to the subscribers on mobile number porting, however subscribers will have the right not to hear the tone. On the other hand current application will continue in fixed number portability.”
