WE ARE IN A GOOD POINT TO EVOLVE THROUGH 5G

6/5/2017

Speaking at the 5G Istanbul Summit held by the IEEE, the President of Information and Communication Technologies Authority (ICTA) Dr. Ömer Fatih Sayan said that “we have set a vision of being one of the first countries to enjoy 5G and beyond technologies. In this sense, we can say that Turkey’s legal and regulatory framework is in a good point to evolve through 5G.”

Ömer Fatih Sayan, the President of ICTA, attended the 5G Istanbul Summit held by IEEE. President of Kadir Has University Dr. Mustafa Aydın, Chief Advisor to the President Dr. Davut Kavranoğlu, sector representatives with domestic and international information managers and experts attended to the Summit with the theme of “Connecting Black Sea to the Globe through Communications.”

5G WILL CHANGE THE PARADIGMS

Stating that the new generation mobile communication technologies that we generally refer as 5G or 5G and beyond will change first the communication sector and then shape all vertical sectors such as energy, manufacturing, healthcare and automotive, Sayan pointed that “since now, we have used mobile communication to reach each other. Mobile penetration rates raised with 2G technologies and mobile handsets. 3G technologies brought high data usages and made smart phones possible. One third of 7,2 billion people in the world accessed the 4G technologies. On the other hand, 5G comes with features that will change the paradigms of both communication and other sectors. With 5G, not only people, but also things from the biggest to smallest will communicate with each other. It is forecasted that in the year 2025, there will be a hundred billion different communications around the world and only ten per cent of these will be interpersonal.”

WE ARE IN A GOOD POINT TO EVOLVE THROUGH 5G

Telling that public authorities have a commitment to be at the forefront of the change, Sayan stated that “we have set a vision of being one of the first countries to enjoy 5G and beyond technologies. Also, we aim to build Turkey’s 5G and beyond technologies with domestic and national designs and products to the greatest extent possible. We see that there is a fierce competition between operators worldwide regarding 5G services. We witness that pro-5G services based on LTE will become available in the near future. Therefore, 5G will not come overnight. It will come by an evolution. It will come step by step. In this sense, we can say that Turkey’s legal and regulatory framework is in a good point to evolve through 5G. Moreover, with the IMT-Advanced frequency tender organized by ICTA, operators are also obliged to use devices labelled as domestic good in incremental rates. Operators should use domestic products on thirty (30) per cent for the first year, forty (40) per cent for the second and forty-five (45) per cent for the third year. Using domestic products in all ICT services is a vital issue for all public authorities of Turkey. As ICT regulatory authority, we consider this issue in each and every regulatory decision.”

5G AND BEYOND TECHNOLOGIES ARE VITAL FOR THE ECONOMY

Underlining the vital importance of 5G and beyond technologies not only for electronic communications sector but for all economy, Sayan expressed that “With current technological infrastructure, it is impossible to meet certain demands of vertical sectors. If we would like to realize remote surgeries in the health sector, we must reach low latency communications. If we would like to enjoy autonomous vehicles in the transportation sector, we must reach very fast data speeds. If we would like to benefit from industry 4.0, we must guarantee simultaneous processing of huge amounts of data. In this sense, as ICTA we follow international standardization efforts very closely and invite all developers to always bear in mind interoperability.”

TO STREAMLINE 5G AND BEYOND EFFORTS, WE ESTABLISHED 5GTR FORUM

Reminding that last year, "Turkey Forum for Next Generation Mobile Communication Technologies" (5GTR Forum) was established to accelerate 5G and beyond efforts in Turkey, Sayan said that “5GTR Forum brings together Turkey’s prominent academics, R&D firms, vendors and operators. Taking this opportunity, I would like to thank all organizations that take part in 5GTR Forum. Moreover, I would like invite other relevant parties to join 5GTR Forum and engage with other stakeholders in the Turkish 5G and beyond ecosystem. Soon, 5GTR Forum will announce its governance structure and establish working groups on significant issues regarding 5G. 5GTR Forum will also be used to meet ICT sector with the vertical sectors that will use 5G products and services in the near future. To this aim, we have recently organized a workshop in ICTA headquarters titled “Automotive Industry on the Road to 5G”. This workshop brought together 5GTR Forum members with the transportation sector. Another important development of recent years is the LTE base station called ULAK developed by Aselsan, Netaş and Argela. ULAK hardware and software are designed and developed entirely by Turkish engineers. I would like to thank all who have contributed to ULAK Project and wish that many other new projects would follow the way have paved by ULAK.”

Sayan, ended his speech at the 5G Istanbul Summit organized by the IEEE, by wishing fruitful meetings and expressing his gratitude to everyone.
